Job description

East Coast Civil Group, an L&L Construction Group company, is a full-service civil construction contractor headquartered in Morrisville, North Carolina. With a team of approximately 100 employees, we deliver comprehensive, turnkey site development solutions—from treetop to blacktop. Our expertise includes excavation, grading, storm drainage systems, sanitary sewer installation, utility infrastructure, and other essential site development services that support commercial and industrial construction projects from start to finish.

We are seeking a highly motivated construction professional with a strong can-do attitude to join our dynamic team. This full-time position typically works Monday through Friday, 7:00 a.m. to 5:00 p.m., under the leadership of the General Manager. The role is responsible for overseeing assigned projects from pre-construction through closeout, leading project teams, supporting field operations, and building strong client relationships. This position includes approximately 80% office-based work and 20% field-based work, with daily travel to job sites required.

Position Responsibilities

· Plan and execute projects from startup through closeout, including handoff, chart of accounts, contracts, insurance, subcontractor prequalification, bonds, permits, quality and safety programs, scheduling, manpower, and equipment planning.

· Manage project contract documentation to ensure RFIs, submittals, drawings, specifications, progress photos, and related records are accurate, complete, and timely.

· Partner with superintendents and field staff to identify improved construction methods that support profitability, quality, and schedule performance.

· Oversee the project closeout process, including punch list completion and closeout documentation.

· Support business turnarounds and capital project planning through effective sourcing, negotiation, contracting, and execution.

· Build and maintain positive relationships with team members, subcontractors, and clients while demonstrating empathy, diplomacy, and professionalism.

· Contribute to the development and execution of project risk management plans and serve as an advisor to the General Manager on key project risks.

· Collaborate with project managers, estimators, superintendents, foremen, and other cross-functional partners to gather input, provide guidance, and support project success.

· Maintain a thorough understanding of project contract requirements, including drawings, specifications, subcontractor scopes, and related documents that affect the work.

· Manage sourcing and supplier engagement activities, including pattern analysis, negotiations, and supplier consolidation.

· Analyze quotes to identify trends, cost-saving opportunities, and areas for improvement.

· Make sound business decisions by understanding soil conditions, utility conflicts, and other factors that affect daily jobsite operations.

· Coordinate budgeting activities, including expense tracking and forecasting.

· Creates and finalizes exit margin plans for all projects.

· Reviews bidding documents and requirements with strong attention to detail, including drawings, specifications, addenda, front-end documents, and related materials.

Qualifications

· Ten or more years of heavy construction operations experience, plus a bachelor’s degree in construction management, construction technology, engineering, or a related field.

· Experience managing construction projects with working capital ranging from $1 million to $15 million.

· Superior verbal and written communication skills.

· Excellent interpersonal and soft skills.

· Advanced proficiency with Microsoft Office, Microsoft Project, Windows, Agtek, Bluebeam, and Bid2Win.

· Working knowledge of estimating, engineering, cost tracking systems, and site surveying.

· Experience with contract negotiations.

· Valid North Carolina driver’s license.
