Position Overview
The State of Arizona is seeking a contract Application Architect / Low-Code–No-Code (LC/NC) Developer with strong Mendix experience to support a highly visible and time‑critical application development initiative within the Arizona Secretary of State’s Information Technology Group (ITG).
The selected candidate will play a key role in designing, developing, testing, and implementing secure, scalable, and user-centered applications using the Mendix low-code platform. This role requires close collaboration with business analysts, project managers, and agency stakeholders in an Agile/Scrum environment.
Key Responsibilities
- Collaborate with Business Analysts to support requirements gathering, system design, development, testing, and deployment using Mendix
- Participate in solution design sessions and contribute to improving operational systems, business processes, and reporting
- Analyze and document current-state business processes for application modeling
- Define and document future-state business processes, including:
- Business rules
- Process flow diagrams
- Cross-functional and inter-department workflows
- Design and configure Mendix applications, including:
- Microflows and nanoflows
- Domain models
- UI pages and components
- Integrations and data sources (as applicable)
- Prepare and execute User Acceptance Testing (UAT) test cases and coordinate testing with business stakeholders
- Perform data validation, quality assurance, and pre‑go‑live testing activities
- Troubleshoot application issues and support defect resolution
- Maintain technical and project documentation throughout development, implementation, and transition phases
- Participate in regular project status meetings and communicate progress, risks, and issues to the Scrum Master or Project Manager
- Support highly visible, time-sensitive applications within a public-sector environment
- Perform other duties as assigned
Required Qualifications
- Hands-on experience with Low-Code / No-Code (LC/NC) development platforms (must be clearly demonstrated on resume)
- Experience designing and developing enterprise applications
- Ability to work effectively in Agile/Scrum project environments
- Strong analytical, documentation, and communication skills
- Experience supporting secure and compliant applications
Preferred Qualifications
- Experience with Mendix (strongly preferred) or OutSystems
- Experience with Agile tools such as JIRA for backlog management and defect tracking
- Experience working within Scrum teams (developers, BAs, testers, product owners)
- Working knowledge of SQL databases (querying, reporting, diagnostics)
- Experience with AWS, Azure, or Google Cloud Platform (GCP)
- Understanding of PCI compliance standards
- Experience with automated testing tools and methodologies
- Prior experience supporting public-sector or government applications

The Mendix LC/NC Developer will assist in a highly visible and time-critical application development effort, leveraging the Mendix platform to rapidly deliver secure, scalable, and user-centered solutions. This is an approximately three-month contract position with possible extension. Responsibilities •Assist Business Analysts (BA) with requirements gathering, system design, application development, testing, and implementation using the Mendix low-code platform •Participate in design sessions and contribute to the enhancement of operational systems, business processes, and reports •Analyze and chart existing business processes to define current-state activities for procedure and application modeling •Develop and document future-state business processes, including: oBusiness rules oProcess flow diagrams oInter-department workflows •Configure and develop Mendix applications, including: oMicroflows and nanoflows oDomain models oUI components and pages oIntegrations and data sources (as applicable) •Prepare User Acceptance Testing (UAT) test cases and coordinate UAT activities with business stakeholders •Perform data validation and quality assurance activities within Mendix applications •Assist in pre-go-live testing efforts and respond promptly to issues that arise •Participate in regular status calls and meetings with agency clients and internal project teams •Create and maintain project documentation related to development, implementation, and transition phases •Ensure the Scrum Master / Project Manager is kept informed of task progress, risks, and action items •Troubleshoot application issues and assist with defect resolution •Perform other duties as assigned Preferred Skills The ideal candidate will possess the following skills and experience: •Hands-on experience with Low-Code / No-Code platforms, with Mendix strongly preferred •Experience developing, testing, and deploying applications in Agile/Scrum environments •Familiarity with JIRA for backlog management, defect tracking, and sprint planning •Experience working as part of a Scrum team (developers, BAs, testers, product owners) •Experience with SQL Server querying, reporting, and diagnostics •Understanding of PCI (Payment Card Industry) compliance standards •Experience with automated testing tools and methodologies •Strong documentation, communication, and collaboration skills •Ability to support time-sensitive, high-visibility applications in a public-sector environment
