ANTICIPATED RATE OF PAY: $24.04 to $27.40 hourly dependent upon qualifications, plus a comprehensive benefits package to include membership in the Arizona State Retirement System.
PLEASE NOTE: All positions at Cochise County require a pre-employment background screening.
NATURE OF WORK: Under the active and direct supervision of the Public Fiduciary and guided by the Fiduciary Code of Ethics and Standards of Practice, performs investigation, evaluation, and case management of personal and financial affairs of wards under guardianship and/or conservatorship by the Cochise County Public Fiduciary Office. While performing duties prior to fiduciary licensure, neither the trainee nor the supervising licensed fiduciary may represent the trainee as a licensed fiduciary. Performs other duties as assigned.
Essential Functions

TYPICAL DUTIES: (Illustrative Only) Under the active and direct supervision of a licensed fiduciary, provides case management for Wards in assigned caseload, establishes and/or monitors the Ward's place of residence to ensure that it is and remains the most appropriate and least restrictive available; ensures the Ward is receiving all medical and financial benefits to which she/he may be entitled; coordinates personal, financial and social matters of the Ward; continues to monitor and evaluate the Ward's situation for the provision of the least restrictive and most appropriate overall management of the Ward's physical, psychological, and financial wellbeing; maintains thorough case notes and records on all assigned Wards; prepares complex reports as needed, gathers appropriate information for the Public Fiduciary to make informed decisions on behalf of the Ward; remains mindful of the County's potential liability in all Ward cases; engages in fiduciary professional development opportunities; maintains security and confidentiality of materials and information; adheres to professional fiduciary standards.
Minimum Qualifications
A Bachelor's Degree in social services, behavioral science, psychology, or closely related field from a regionally accredited institution of higher learning recognized by the US Department of Education; two (2) years of professional experience in a community-based social service agency, behavioral health, long-term care, home health or discharge planning, or a closely related field. Must possess and maintain a valid Arizona driver's license and the ability to be covered by county insurance.
UNDERFILL MINIMUM QUALIFICATIONS: (Underfill candidates may be considered if no fully qualified candidates apply and meet the qualifications for the announced position.) Associate degree from a regionally accredited institution of higher learning recognized by the US Department of Education with one year remaining to obtain Bachelor's Degree; two (2) years of professional experience in a community-based social service agency, behavioral health, long-term care, home health, or discharge planning, or a closely related field. Must possess and maintain a valid Arizona driver's license and the ability to be covered by county insurance.
An equivalent combination of education and/or experience from which comparable knowledge, skills and abilities have been achieved may be considered.
LICENSING: Must possess and maintain current Supreme Court Fiduciary License OR must meet all standards for licensure as a fiduciary but for the lack of required experience, according to Arizona Code of Judicial Administration (ACJA) Section 7- 202. Successful completion of the Fiduciary Licensing test and background check by the Arizona Supreme Court will be required after one year of employment, if not already licensed at time of hire. Maintaining a valid fiduciary license and passing periodic background checks is required for continued employment.
PREFERRED QUALIFICATIONS: Preference may be given to applicants who are bilingual in English and Spanish, in speaking, reading, and writing.

• Guardianship, Conservatorship and Personal Representative Duties;
• Public benefits and Social Services;
• Legal and social service alternatives to fiduciary services;
• Health care issues relevant to incapacitated adults;
• Effectively communicating and building a trusting relationship with Wards that may be elderly with dementia, seriously mentally ill or developmentally disabled while maintaining clear professional boundaries;
• Issues relative to persons who are elderly, mentally ill or developmentally disabled;
• Fiduciary Professional Code of Ethics;

Working skill in:

• Working and communicating with confused, belligerent, threatening or frightened clients and their families;
• Assessment of incapacitated individuals;
• Computer software for tracking tasks and communicating with care partners to include but not limited to Microsoft Outlook, AdobePro, Outlook, Word and Excel;
• Research of public benefits, programs and community resources;
• National Guardianship Standards of Practice.

Ability to:

• Establish and maintain effective working relationships with employees, other agencies, and the public;
• Represent to outside agencies and the community, the Public Fiduciary's position on ward's affairs setting aside personal opinion and interests;

• Interact effectively with individuals, families, other agencies, and peers;
• Function well in stressful situations and adapt well to change.

WORK ENVIRONMENT: Work is performed under the active and direct supervision of a licensed fiduciary in a typical office setting with appropriate climate control. Visits to Ward locations may include extended periods of time in homes or storage areas with varied sanitary conditions, unpredictable climate control and ventilation. Required to regularly drive throughout the county and, on occasion, other locations within the state.
PHYSICAL DEMANDS: Essential functions of this position require: lifting, manual dexterity, large motor skills and the ability to communicate.
Medium work: Exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body; involves sitting only occasionally, walking and standing are required regularly, incumbents may be required to kneel, crouch/squat, crawl, climb, stoop, turn/twist, balance, reach, feel or manipulate with hands.
Mental Application: Utilizes memory for details, verbal instructions, emotional stability, critical thinking, adaptability, and creative problem-solving skills are important. Individual must function well in stressful situations.
