Job description

Position: Medicaid APD Writer (Advanced Planning Document)

Location: Remote; Raleigh, North Carolina-based project

Duration: 12+ months

Employment Type: Contract


Compensation: $50/hour on W-2 or $60/hour on 1099


Required Qualifications

Minimum 3 years of experience developing Advanced Planning Documents (APDs) or closely related government documentation, such as RFPs, RFIs, contracts, grant proposals, project plans, or formal federal/state submissions.

Minimum 3 years of experience with government regulations and processes related to grant proposals, federal funding, APD development, or public-sector documentation.

Minimum 5 years of experience managing and delivering work across multiple projects, deadlines, and competing priorities.

Minimum 5 years of experience using project collaboration and tracking tools, including Microsoft Project, Microsoft Teams, Zoom, and Microsoft Office tools.

Strong knowledge of Medicaid programs, Medicaid Enterprise Systems (MES), CMS expectations, or public-sector healthcare technology initiatives.

Excellent technical writing, editing, proofreading, research, document organization, and stakeholder communication skills.

Ability to convert complex business, policy, technical, financial, and operational information into clear and accessible written materials.

Experience working with cross-functional teams that may include business analysts, project managers, technical teams, vendors, program leadership, finance/budget teams, and government stakeholders.

Strong attention to detail, document-quality standards, and compliance requirements.


Preferred Qualifications

Previous experience supporting state Medicaid agencies, public-sector healthcare organizations, health information exchanges, or government Health IT programs.

Experience developing APDs for CMS review and approval.

Familiarity with federal Medicaid funding processes, planning documentation, procurement documentation, and budget-related materials.

Experience supporting MES modernization, Medicaid transformation, eligibility systems, claims systems, provider systems, data initiatives, interoperability, or HIE programs.

Prior experience in a government consulting, healthcare technology, Medicaid operations, or public-sector project environment.
