INTRODUCTION
This position is located in the District of Columbia National Guard (DCNG), Construction and Facilities Management Office (CFMO), District of Columbia Government Operations (DCGO). The mission of DCGO is to provide exceptional customer support to the DC National Guard, while serving the District and the community. Working Together Towards Tomorrow.
The position functions as a Maintenance Mechanic Foreman responsible for overseeing the work of the maintenance mechanic team to ensure that projects are completed on time and within budget, while also ensuring that quality standards are met.

MAJOR DUTIES
Planning
Develops overall project schedules and ensures procurement action for materials is completed before directing project initiation to the subordinate supervisors.
Plans and prepares project assignments for subordinate supervisory staff, and advises on any changes in laws, regulations, policies, or procedures affecting assignments; and supervises on-the-job training of subordinate supervisors and employees. Schedules repairs and orders materials to ensure that all equipment is functioning properly.
Oversees the installation of machinery, equipment, and other items used in manufacturing processes. Reads and interprets blueprints, sketches and specifications discussing any irregularities or potential difficulties with personnel and the supervisor.
Assures compliance with specifications and/or all relevant building codes. Plans and schedules a variety of operations involving masonry, carpentry, pipefitting, metal, and painting trades.
Establish and changes work plans and work assignments as necessary to accomplish the work of the unit as effectively as possible. Participates in planning and programming long-range work objectives and in establishing division standards and work goals.
Makes recommendations for revising organizational patterns and workflow and implements after consulting with the supervisor.
Analyzes work plans developed by subordinate supervisors and monitors the status of their work in relation to the overall schedule requirements, including unanticipated or emergency requirements.
Work Direction
Coordinates ongoing activities and services of the unit to ensure effective and economical use of material and manpower and formulates short-range schedules.
Inspects work sites to ensure safety standards are being met.
Trains and supervises workers to ensure that they are performing their jobs correctly and using proper safety procedures and techniques for equipment and machinery used on the job site.
Reports problems or potential problems to supervisors so they can be addressed before they become major issues. Reviews and maintains inspection reports, work orders and detailed records, and insures proper man-hour records. Inspects material upon delivery to ensure acceptability.
Responds to calls from all areas in the DCNG and ascertains that problems encountered are addressed, follow up is conducted to correct the problems, and a resolution is provided in a timely manner.
Evaluates work operations and reviews completed work and inspection reports to assure that standards are me and coordinates work operations with the supervisor. Coordinates
Coordinates with engineers, architects, and other construction managers to ensure the work site meets safety requirements and is compliant with building codes.
Ensures that workers are using standard operating procedures and adhering to safety regulations. Conducts contract inspections; coordinates with contractor for specification compliance; certifies contract or purchase order for payment; conducts tests of new materials and techniques; and makes recommendations to the supervisor.
Reviews bids submitted by prospective suppliers of specialized materials and recommends appropriate action to be taken in such matters.
Administration
Approves lessons plans and schedules classes for formal instruction given by the training instructor for the Maintenance Mechanics. Occasionally, conducts related training in safety techniques and the proper use of shop equipment.
Makes recommendations for commendations, promotions, reassignments, and disciplinary actions. Considers and adjusts informal employee complaints, and comments on formal appeals.
Makes a daily review of records. Abstracts such information that may be of use by the supervisor for indication of trends; and pinpointing areas of reprogramming and/or rescheduling projects.
Participates with management officials to develop qualitative and/or quantitative work standards. Schedules and approves leave, Performs other related duties as assigned.
QUALIFICATIONS
Knowledge of guidelines that include specific rules, regulations, governing policies, procedures, laws, rules and regulations, DC Building Codes, accepted trade practices, and technical publications and specifications pertaining to the various trades supervised.
Proven ability to read and interpret engineering drawings blueprints, and ability to supervise and monitor projects. Knowledge of masonry, carpentry, pipefitting, metal, and trades; acceptable construction and renovation methods and techniques, materials and equipment used, practices, and methods of construction and maintenance inspection and safety.
Strong project management skills, including the ability to create a project plan, assign tasks to team members, and track project progress. Ability to manage several projects at once, make decisions about which projects to work on in terms of priority, identify what is needed to complete a project, and handle any challenges that may arise.
Demonstrated ability to supervise and motivate a team of workers to ensure that the work assignments are completed on time and held to a high standard. Strong leadership skills to ensure the team is following safety protocols and maintaining a safe work environment.
Effective communication and interpersonal skills to convey information clearly and understand what others are verbalizing. Ability to help build relationships with others and to work independently and as part of a team.
OTHER REQUIREMENTS
This position is classified as Safety Sensitive due to the position's duties and responsibilities.
Safety Sensitive positions are positions with duties or responsibilities that if performed while under the influence of drugs or alcohol could lead to a lapse of attention that could cause actual, immediate, and permanent physical injury or loss of life to self or others.
The Maintenance Mechanic Foreman is responsible for ensuring that the workers are free from danger, protected from being exposed to the risk of harm or injury during the process of carrying out maintenance procedures. The incumbent's top priority is to ensure that proper safety procedures are followed to prevent serious injury to the maintenance mechanic work team and others and to keep the facility operating efficiently.
This position is designated as "Essential" pursuant to Chapter 12 of personnel regulations, Hours of Work, Legal Holidays, and Leave.
The incumbent is subject to a 24-hour call in case of emergencies.
The incumbent of this position must be able to obtain a Common Access Card (CAC).
WORKING ENVIRONMENT
The incumbent works inside and outside in inclement weather on ladders, scaffolding, platforms, and sometimes in closed, cramped, and hard to reach places.
An employee may be required to work in an environment that involves exposure to unpleasant and noxious fumes and odors.
Frequently, the incumbent is subject to falls from high places, electrical shock, and various types of hazardous materials. Cuts, bruises, and broken bones may result from accidents while working with power tools and equipment.
LICENSURE/CERTIFICATIONS
The incumbent is required to have a valid motor vehicle operator's license.
