Main Purpose of Job

This critical position provides executive leadership, scientific oversight, and strategic direction for the nationally-renowned Maryland Public Health Laboratories Administration. The Director oversees all operational, scientific, and administrative functions of the Maryland State Public Health Laboratory, ensuring compliance with regulations (COMAR, CLIA) to provide accurate relevant scientific data essential for disease prevention and control, environmental protection, and emergency response to numerous state, federal and local government partners, health care providers and communities across the state. The Laboratories Administration has an annual budget of $60 million, including state and federal funds, and has a staff of over 200. This position oversees a central laboratory in Baltimore and two regional laboratories performing environmental testing.\r\n\r\n\r\n\r\nThis position ensures that the laboratory provides relevant, accurate, scientific data essential for disease prevention and control, environmental protection, addressing legal issues, developing public health policy, and responding to statewide public health threats caused by common or emerging biological, chemical and radiological agents.\r\n\r\n\r\nThis position is designated as Emergency Essential.\r\n\r\n

POSITION DUTIES

Position duties include, but are not limited to:\r\n\r\n\r\n Assuring that\r\n appropriate testing, technology, customer service, and technical support are\r\n available to support public health programs.\r\n Providing leadership to plan, implement and evaluate new or modified\r\n procedures and testing technologies as necessary.\r\n Maintaining federal certification in accord\r\n with Clinical Laboratory Improvement Amendments (CLIA) and all other applicable\r\n federal and state laws.\r\n Assuring that\r\n laboratory tests meet applicable federally mandated requirements, oversees and\r\n approves laboratory improvement programs.\r\n Overseeing the\r\n development, implementation and evaluation of laboratory policies, goals and\r\n objectives. Assuring these elements are\r\n in compliance with state, federal and regulatory laboratory standards,\r\n practices, policies and regulations.\r\n Overseeing staff,\r\n budget, and resources of the state public health laboratory (SPHL) to assure\r\n that services meet the highest quality standards, comply with state and federal\r\n requirements, serve customer and stakeholder needs and are cost effective.\r\n Coordinating the activities of the state's laboratory response network to provide rapid and effective laboratory services in support of the response to bioterrorism, naturally occurring infectious disease outbreaks and other public health threats and emergencies. Integrating public health preparedness and bioterrorism response program services.\r\n Providing expert\r\n consultative services in public health laboratory practice and in the\r\n scientific areas of expertise to all professionals and customers who use the\r\n services of the Laboratories Administration to representatives of other health\r\n department agencies, and to various other State and federal agencies and\r\n professional societies.\r\n \r\n\r\n\r\n

MINIMUM QUALIFICATIONS

Qualified candidates must:\r\n\r\n(i.)\r\n(A) Hold an earned doctoral degree in a chemical, biological, clinical or medical laboratory science or medical technology from an accredited institution; or\r\n\r\n\r\n(B) Hold an earned doctoral degree; and\r\n\r\n\r\n (1) Have at least 16 semester hours of doctoral level coursework in biology, chemistry, medical technology (MT), clinical laboratory science (CLS), or medical laboratory science (MLS); or\r\n (2) An approved thesis or research project in biology/chemistry/MT/CLS/MLS related to laboratory testing for the diagnosis, prevention, or treatment of any disease or impairment of, or the assessment of the health of, human beings; and\r\n\r\n\r\n\r\n\r\n(ii) Be certified and continue to be certified by a board approved by HHS; and\r\n\r\n\r\n(iii) Have at least 2 years of:\r\n\r\n (A) Laboratory training or experience, or both: and\r\n (B) Laboratory experience directing or supervising high complexity testing; and\r\n\r\n\r\n\r\n\r\n(iv) Have at least 20 CE credit hours in laboratory practice that cover the director responsibilities defined in 493.1445\r\n\r\n\r\n\r\n\r\n\r\nNote: Candidates must provide proof of Board Certification at the time of application.\r\n\r\n
