The Position: Provides executive leadership and oversight of Mental Health Services, including program operations and development, staff leadership, regulatory and contractual compliance, fiscal management, quality improvement, and achievement of program and organizational performance goals.

Compensation and Benefits:

The pay range we’re offering is $150,000 - $186,257 annually depending (Based) on experience.

Qualifications:

• Master’s degree and current licensure through the California Board of Behavioral Sciences (BBS).
• Minimum of five (5) years of experience working in County Behavioral Health Systems.
• Minimum of four (4) years of supervisory or management experience.
• Demonstrated experience overseeing mental health programs, multidisciplinary teams, budgets, contracts, compliance, and program performance.
• Must be qualified and able to provide clinical supervision in accordance with applicable California Board of Behavioral Sciences (BBS) requirements, including reviewing and signing off on supervised clinical experience hours when appropriate.
• Proficiency with word processing, email, internet applications, and basic office technology.
• Ability to learn and effectively utilize electronic health record (EHR), clinical, billing, reporting, and other agency software systems.
• Must pass pre-employment physical exam, TB and drug screening
• Ability to travel to agency and community sites.
• Ability to work extended or nontraditional hours as needed.

Key Responsibilities:

• Provide executive leadership and operational oversight of Mental Health Services, including supervision, development, and evaluation of Directors, Managers, and other designated leaders.
• Report to and collaborate with the Group Vice President of Mental Health to establish and implement strategic, clinical, operational, and financial priorities.
• Oversee workforce planning, recruitment, hiring, development, retention, and performance management to maintain effective and accountable teams.
• Ensure compliance with county, state, federal, licensing, contractual, accreditation, and professional requirements, including required staff training.
• Oversee program budgets, revenue, expenses, productivity, and financial performance in collaboration with the Group Vice President of Mental Health.
• Develop, monitor, and report on key performance indicators (KPIs), including clinical outcomes, utilization, service delivery, documentation, staffing, contract performance and financial performance.
• Oversee contract performance and compliance, including program deliverables, documentation, staffing, utilization, reporting, and other contractual requirements.
• Develop and implement new programs, contracts, initiatives, and service models, including staffing, workflows, policies, budgets, performance measures, and implementation plans.
• Collaborate with agency leadership and departments to promote coordinated service delivery, effective communication, accountability, and achievement of organizational goals.
• Partner with Quality Systems to monitor clinical documentation, program quality, outcomes, audits, and regulatory compliance and ensure timely corrective action when needed.
• Develop, review, and monitor department policies, procedures, protocols, service delivery standards, and operational practices to ensure effective and compliant program operations.
• Provide leadership in Continuous Quality Improvement (CQI), strategic planning, and the development and growth of mental health programs and services, remaining current on regulatory, contractual, funding, and industry changes.
• Perform other related executive, administrative, clinical, and operational duties as assigned.
