Job description

Position Summary:

The MAT Program Manager will oversee NACC’s integrated services for Opiate Use disorder, including both the office-based MOUD program and the public health dosing program. These two programs function as a continuum, patients enter through office-based visits and, when appropriate, transition to the public health dosing program for ongoing care. This role provides leadership across that continuum, ensuring coordinated, culturally grounded, and compliant service delivery. The ideal candidate is a licensed Public Health Nurse with experience in chemical health settings, program management, and staff supervision.

Key Responsibilities:

  • Provide overall programmatic and clinical oversight of NACC’s MAT services, ensuring alignment between office-based treatment and the public health dosing program.
  • Provide nursing leadership and clinical supervision within the MAT program, supporting evidence-based interventions, promoting culturally and harm reduction-informed care, and ensuring coordination across nursing and support staff in both office-based treatment and public health dosing settings.
  • Supervise and support MAT nursing staff, including nurses working in both the office-based and dosing programs.
  • Supervise administrative and social support staff in the public health dosing program, ensuring wraparound services are well-coordinated to meet clients’ needs.
  • Develop, implement, and refine innovative public health programming and clinical interventions that address gaps in care and respond to the evolving needs of clients receiving MAT services, with an emphasis on culture-based and community-driven solutions.
  • Coordinate closely with medical providers, behavioral health staff, harm reduction teams, and traditional medicine providers to ensure seamless care transitions and collaborative treatment planning.
  • Build and maintain administrative systems to support efficient documentation, communication, and billing across both components of MAT services.
  • Monitor program budgets and support long-term financial sustainability by aligning services with reimbursement opportunities and operational efficiencies.
  • Use data to track key performance indicators, assess service gaps, and drive continuous improvement in care delivery and access.
  • Monitor program quality, compliance, and patient safety in collaboration with the medical director, quality improvement team, and other clinical leaders.
  • Lead efforts to expand public health services based on emerging community needs, clinical evidence, and available resources.
  • Promote a team culture rooted in compassion, accountability, and respect, aligned with NACC’s mission and Indigenous values.

QUALIFICATIONS:

  • Licensed RN in Minnesota; Public Health Nurse certification strongly preferred
  • Bachelor's degree in nursing
  • 3+ years of experience in substance use treatment, ideally including MOUD
  • Experience supervising staff and managing clinical or public health programs
  • Strong preference for candidates with experience developing public health initiatives
  • Familiarity with harm reduction, culturally responsive care, and Indigenous values
  • Skilled in team leadership, care coordination, and using data to guide improvement
  • Comfortable working across disciplines and EHR systems
