Position Description Position Overview: The Business Services Manager - Interlocal Agreements (ILA) plays a critical role in the strategic planning, coordination, administration, and oversight of Interlocal Agreements between the organization and federal, state, county, municipal, and other governmental entities. Reporting directly to the Department Head, this position is responsible for managing the complete lifecycle of ILAs, ensuring compliance with applicable laws, County policies, procurement requirements, financial obligations, and organizational objectives. This position serves as the primary liaison between internal departments, partner agencies, legal counsel, Finance, Purchasing, Budget, and external governmental entities to facilitate successful development, execution, administration, amendment, renewal, and closeout of Interlocal Agreements.

Job Duties: Lead the development, review, negotiation, execution, and administration of Interlocal Agreements (ILAs) with local, state, federal, and regional governmental agencies, ensuring compliance with applicable laws, County policies, and organizational objectives. Serve as the primary liaison between internal departments, partner agencies, the County Attorney's Office, Finance, Budget, Purchasing, and other stakeholders to coordinate agreement development, approvals, amendments, renewals, and successful implementation. Manage the full lifecycle of Interlocal Agreements by tracking milestones, deliverables, reporting requirements, payment obligations, reimbursements, renewals, and contract closeout activities while ensuring timely execution and compliance.

Monitor financial and operational performance of ILAs by coordinating with Finance and project managers to verify expenditures, revenues, cost-sharing obligations, invoicing, and adherence to approved budgets and agreement terms. Prepare executive reports, presentations, and correspondence for leadership summarizing agreement status, compliance, financial impacts, risks, opportunities, and recommendations for strategic decision-making. Develop and maintain standardized procedures, templates, and centralized tracking systems for Interlocal Agreements while identifying process improvements, monitoring regulatory changes, and promoting best practices in intergovernmental collaboration.

Provide leadership, guidance, and oversight to assigned staff and internal stakeholders on Interlocal Agreement policies, procedures, compliance requirements, and related business services activities. Requirements Requirements: Education Bachelor's degree in business administration, Public Administration, Finance, Government, Contract Management, Legal Studies, or a related field. Experience Seven (7) years of progressively responsible experience in contract administration, governmental agreements, procurement, grants administration, business services, or related fields.

Minimum of two (2) years of supervisory or project leadership experience. Knowledge, Skills & Abilities (KSAs) Knowledge of Texas Government Code, Interlocal Cooperation Act (Chapter 791), and other applicable state and local regulations. Knowledge of governmental procurement principles and contract administration.

Knowledge of budgeting, financial reconciliation, and governmental accounting practices. Knowledge of contract negotiation and compliance monitoring. Knowledge of project management principles and process improvement methodologies.

Emergency Deployment & Continuity of Operations Requirement: In accordance with Harris County's Continuity of Operations Plan (COOP) Policy, this position is subject to emergency response and deployment protocols. The employee may be designated as supporting a Mission Essential Function (MEF) and must: Participate in the classification process of departmental staff based on MEF responsibilities. Be available for temporary deployment to an alternative work location, role, or telework assignment during emergency events.
