Job description

The Employment Services Manager ensures that best practices and compliances are being met while promoting the growth of participants, employment services and staff within the community. The integration of employment services will stem from identifying funding resources, securing employment contracts, establishing business opportunities for micro-enterprise, networking with the business community and marketing employment services, participating in fundraising events and collaborating with the Development department to secure grants outcomes. Additional duties will include training Employment Specialist to provide services (discovery process, assessments, job development, job marketing, job coaching, long term success. etc.) for participants essentially promoting their individual growth in a safe and positive learning environment.

Essential Job Functions

Program Development Responsibilities:

  • Actively participate on the Employment Services Team to develop short and long-term employment strategic plans that support mission and vision of ESH.

  • Assist in creating operational systems, processes and policies in support of organization mission specifically related to Employment Services through reports, information flow and management, business process and organizational planning.

  • Assists in the identification, application, procurement and fulfillment of grants, contract and other funding sources that support employment outcomes.

  • Establish ESH as a Network Employer through Ticket to Work program.

  • Network with business communities to support integration and employment outcomes as well as micro enterprise options.

  • Directly responsible for administrative and operational aspects of employment programs and services including contractual and fiscal compliance, staffing, and budgeting, marketing, legislative advocacy, strategic planning, contract negotiations, external agency relations, etc.

  • Ensure standardization, best practices, quality in Employment Services, by the development and maintenance of related policies/procedures to include CARF requirements and other state.

Management Responsibilities:

  • Adhere to timely and accurate contract compliance.

  • Coordinates and submits necessary reports for internal or external requirements

  • Facilitate and promote effective communications, coordination, operation, and teamwork among all ESH programs/departments and external partners.

  • Attend public hearings and participate in any legislative advocacy/education as appropriate

  • Adhere to annual budgets requirements.

  • Attend and participate in various external agency meetings for the benefit of the organization (e.g. DOH-DD Division, DD Council, Workforce Solutions, etc.).

  • Communicates with clear and concise verbal and written communication to include participants, employers, families/caregivers, and other agency staff.

Supervisory Responsibilities:

  • Provide leadership and managerial support for Employment Services.

  • Supervise, support and mentor staff members to ensure that performance measures meet or exceed expectations.

  • Recruit, interview, orient/train staff to meet demands of Employment Services.

  • Complete performance evaluations of all direct reports. Provide input regarding staff performance.

  • Review and/or approves documentation of mileage, timesheets, activity reimbursement/advancement, data sheets, etc.

  • Conduct or oversee staff orientation, training and performance evaluation to ensure Waiver /CARF compliance.

Employment Services Responsibilities:

  • Encourages self-determination and participation in employment related activities for all consumers.

  • Provide or refer consumers to resources that support Financial Education. This includes but is not limited to Benefits Planning/work supports, tax information, banking, budgeting, and asset development.

  • Responsible to provide related services that support employment outcomes: person- center -planning, discovery process, assessments, vocational counseling, benefits planning, identification and development of appropriate employment objectives and job matches, assist consumers to development resumes, prepare for interviews, mock interview, job marketing, on site job coaching, support to employers, and other aspects of supported employment

  • Responsible to teach, train and coach Employment Specialists to meet employment outcomes as program grows.

  • Understands and appropriately responds to participant behaviors and teaches positive intervention techniques to staff.

  • Provide individual employability skills training as required.

Other Duties/Functions:

  • Assists in HR related responsibilities as it pertains to the Employment Services under the direction of HR/ HCBS Director/Statewide Employment Services Program Manager.

  • Participates in and/or coordinates Easter Seals' events as requested.

  • Participates in continuing education and in-service training to maintain and advance skills and techniques

  • Other duties as assigned

Qualifications

Minimum Education, Experience & Training Equivalent to:
  • Master's Degree in a related field (e.g. Rehabilitation Counseling, Psychology, Sociology, Education, etc.) with documentation of one (1) year of full-time employment working with individuals with disabilities.
    • Or Bachelor's degree in a related field (e.g. Rehabilitation Counseling, Psychology, Sociology, Education, etc.) with documentation of three (3) years of full-time employment working with individuals with disabilities.
    • Or High School Diploma or G.E.D. with documentation of seven (7) years of full-time employment working with individuals with disabilities.
  • Five (5) years' experience working with persons with employment barriers to find and maintain gainful employment in the community.
  • Three (3) years' experience working with persons with behavioral challenges in community settings.
  • Successful contract management experience.

Knowledge & Skills:

  • Valid driver license, insurable driving record and the ability to safely drive personal vehicle safely transport participants, if designated as a driver (NIAC standards is required).

  • Knowledgeable and familiar with Federal and State laws, regulations and rules pertaining to employing persons with disabilities.

  • Working knowledge of individuals with disabilities, including developmental disabilities, familiarity with ADA guidelines and understanding the importance of inclusion, understanding of, and respect for persons with special needs and their families.

  • Sensitivity to working with an ethnically, linguistically, culturally, and economically diverse population.

  • A commitment to the values of the organization while demonstrating good judgment, flexibility, patience and discretion when dealing with confidential and sensitive matters, including maintaining HIPAA Conduct a positive approach when dealing with participants of the employment services with employment challenges and the general public.

  • Propensity to appropriately interpret and implement policies, procedures, and regulations of the organization; training provided.

  • Knowledgeable and skilled in computer/Microsoft processing software and excel. Must be able to use an iPhone or work cell phone if applicable.

  • Work in an exciting, fast paced high energy environment while effectively multitasking and managing day-to-day responsibilities without supervision.

  • Personable; able to work comfortably with individuals at all levels within the organization.

  • Commitment to ongoing training and development as it relates to clinical skills.

  • Excellent verbal and writing communication skills; frequent proofreading and checking documents for accuracy.

  • Action Orientation: Observation of and responsiveness to audio and visual cues from participants, other staff members, and the environment.

  • Communication: Clear and effective oral and written communication with a variety of individuals, including families, participants, guardians, co-workers, volunteers, Requires alertness to respond to audio and visual cues from clients, other staff members, the environment and standard office machines and equipment.

  • Deductive/Inductive Reasoning: Ability to apply and combine pieces of information and general rules to specific problems to produce answers that make sense or to form conclusions (includes finding a relationship among seemingly unrelated events).

Physical Requirements:

  • Must be able to communicate effectively within the work environment, read and write using the primary language within the workplace.

  • Frequent bending, reaching, squatting, kneeling, twisting in order to observe, assess, and interact with clients.

  • Ability to stand or sit for extended periods of time, stand for up to 6-8 hours a day.

  • Occasional lifting, carrying, and loading/unloading toys and materials up to and including 25 lbs. to 50 lbs. used in home visits.

  • Visual and auditory ability to work with clients, staff and others in the workplace continuously.

  • Frequent speaking and listening (50%) to clients, staff, and other professionals in meetings and on the phone.

  • Frequent driving (to and from office and client homes).

  • Utilize computer and cell phone for effective communication.

  • Frequent exposure to disability disorders in clients; occasional emergency situation; occasional exposure to trauma; constant client contact and decision making; constant concentration required when working with clients.

  • Aptness to physically implement behavior management strategies including responding to physically aggressive behavior.

CONDITIONS OF EMPLOYMENT

  • Ability to obtain and maintain criminal record clearance through the Department of Justice (DOJ). The People & Performance Department must analyze DOJ/FBI live scan reports in accordance with applicable Federal, State, and Local laws, as well as fitness for the position.

  • Able to travel to multiple work sites and client homes. Reliable transportation needed.

  • Must have valid Hawaii Driver's License/insurance and maintain a clean driving record.

  • Must pass health screenings, obtain vaccinations and clear TB testing based on company policies.

  • Ability to obtain and maintain clearance through the Office of Inspector General.

  • Ability to obtain and maintain CPR certification.

  • Ability to obtain and maintain Safety Care certification.

  • Ability to obtain and maintain a CAQH credential.

  • Ability to obtain and maintain NPI number.

  • Must attend any required training.
