Job Title: Maritime Safety Compliance Lead Job Category: Aviation Time Type: Full time Minimum Clearance Required to Start: TS/SCI Employee Type: Regular Percentage of Travel Required: Up to 25% Type of Travel: Local * * * The Opportunity: CACI is seeking an experienced Maritime Safety Compliance Lead to serve as CACI's senior maritime safety subject matter expert responsible for developing, implementing, and overseeing maritime safety programs supporting contractor-operated and contractor-supported maritime operations throughout the Indo-Pacific theater. The position ensures maritime operations are conducted in accordance with Department of Defense (DoD) safety policies, United States Coast Guard (USCG) safety guidance, International Maritime Organization (IMO) best practices, Safety Management Systems (SMS), and contractual requirements while supporting SOCPAC operational objectives. The Maritime Safety Compliance Lead provides technical leadership supporting maritime operational risk management, vessel safety, port operations safety, cargo handling safety, expeditionary maritime operations, and mishap prevention.
The position works closely with Government leadership, Military Sealift Command (MSC), commercial maritime providers, Service Components, and mission partners to promote a proactive safety culture while maintaining operational readiness across distributed and expeditionary maritime environments. Working collaboratively with Logistics Services personnel, contractor vessel operators, port authorities, and subcontractor partners, the Maritime Safety Compliance Lead evaluates operational risks associated with cargo vessels, barges, landing craft, workboats, support vessels, expeditionary port operations, and logistics platform solutions. The position develops practical mitigation strategies that enable safe mission execution without reducing operational effectiveness.
The Maritime Safety Compliance Lead supports multiple Task Delivery Orders by providing technical oversight during maritime planning, operational assessments, vessel operations, cargo movement, exercises, and contingency operations. The position ensures maritime safety principles are integrated throughout planning, execution, sustainment, and continuous operational improvement. Responsibilities: Maritime Safety Leadership Serve as the senior maritime safety advisor supporting maritime operations.
Develop and maintain maritime safety programs supporting contractor-operated and contractor-supported vessel operations. Advise Government leadership on maritime operational risks, hazards, and mitigation strategies. Promote a proactive safety culture emphasizing hazard identification, risk reduction, and continuous improvement.
Ensure maritime safety objectives remain aligned with operational mission requirements. Maritime Safety Management Systems (SMS) Develop, implement, and maintain Maritime Safety Management Systems supporting logistics and vessel operations. Establish processes for hazard reporting, safety investigations, corrective action tracking, and continuous improvement.
Monitor maritime safety performance indicators and recommend program enhancements. Conduct trend analysis to identify systemic operational risks affecting maritime operations. Support continuous evaluation and improvement of maritime safety processes.
Operational Risk Management Perform maritime operational risk assessments supporting logistics, deployment, contingency, and special mission operations. Evaluate risks associated with cargo handling, vessel operations, port activities, heavy equipment operations, and personnel movements. Develop mitigation strategies supporting safe execution of distributed maritime operations.
Participate in mission planning to ensure maritime safety considerations are incorporated into operational decisions. Advise leadership regarding acceptable operational risk consistent with mission objectives. Mishap Prevention & Investigations Develop and implement maritime mishap prevention initiatives.
Support investigation of maritime accidents, incidents, near misses, cargo handling events, and operational safety occurrences. Analyze root causes and develop corrective action recommendations. Monitor implementation of corrective actions to reduce future operational risks.
Prepare maritime safety reports and executive summaries supporting Government leadership. Maritime Operations Support Support maritime logistics operations, deployment and distribution activities, and expeditionary sustainment missions. Coordinate maritime safety activities with Military Sealift Command, commercial shipping providers, Government organizations, and subcontractor partners.
Participate in operational exercises, contingency operations, humanitarian assistance missions, Joint Logistics Over-the-Shore (JLOTS), and crisis response activities. Evaluate operational procedures to improve maritime safety while maintaining mission effectiveness. Support operational readiness assessments for vessels, port facilities, cargo operations, and supporting maritime infrastructure.
Safety Inspections & Operational Reviews Conduct maritime safety inspections, operational assessments, and internal compliance reviews. Evaluate contractor maritime operations against established safety standards and contractual requirements. Monitor implementation of safety procedures and operational best practices across ports, logistics hubs, and maritime support sites.
Support Government safety evaluations and program audits. Recommend corrective actions that improve maritime operational safety and mission readiness. Documentation, Training & Continuous Improvement Develop maritime safety procedures, manuals, emergency response plans, and standard operating procedures.
Deliver maritime safety training, operational risk management workshops, and safety awareness briefings. Maintain maritime safety records supporting contractual and operational requirements. Monitor emerging maritime safety standards and recommend program enhancements.
Promote continuous improvement initiatives supporting maritime safety, operational readiness, and mission assurance. Qualifications: Required: Active TS clearance with SCI eligibility Bachelor's Degree in Marine Transportation, Marine Engineering, Maritime Operations, Naval Architecture, Occupational Safety, Industrial Safety, Engineering, Logistics, or a related discipline. Relevant military maritime safety or Government maritime operational experience may be substituted for formal education requirements.
Minimum 8 years supporting maritime safety, vessel operations, port operations, marine transportation, or maritime logistics. Minimum 5 years supporting DoD, Federal, Military Sealift Command, U.S. Coast Guard, commercial maritime, or Government maritime organizations
Experience implementing or managing Maritime Safety Management Systems (SMS) or equivalent marine safety programs. Experience conducting maritime operational risk assessments, safety inspections, and operational safety evaluations. Experience supporting contractor-operated maritime services or Government maritime programs.
Experience investigating maritime incidents, mishaps, cargo handling accidents, or operational safety events. Demonstrated ability to prepare technical reports and brief senior Government and military leadership. Experience supporting geographically dispersed maritime operations.
Desired: Master's Degree in Maritime Operations, Marine Engineering, Occupational Safety, Business Administration, National Security Studies, or a related discipline. U.S. Coast Guard Merchant Mariner Credential (MMC), Standards of Training, Certification and Watchkeeping (STCW) endorsement, Certified Safety Professional (CSP), Associate Safety Professional (ASP), or equivalent maritime safety qualification
Experience supporting SOCPAC, USSOCOM, INDOPACOM, Military Sealift Command, PACFLEET, MARFORPAC, USARPAC, or Geographic Combatant Commands. Experience supporting Joint Logistics Over-the-Shore (JLOTS), expeditionary port operations, offshore logistics, humanitarian assistance/disaster relief (HA/DR), or distributed maritime operations. Familiarity with the International Safety Management (ISM) Code, IMO safety guidance, SOLAS safety requirements, USCG marine safety regulations, DoD Safety Management Systems, OSHA standards, and Army ATP 5-19 Risk Management principles.
