Abacus Technology is seeking a Marine Operations Software Development Lead to lead the design, development, modernization, integration, deployment, and sustainment of mission-critical software applications supporting maritime operations and enterprise business systems for the NOAA Office of Marine and Aviation Operations (OMAO). This is a full-time position. Responsibilities * Lead the architecture, design, development, testing, deployment, and maintenance of enterprise software applications.
* Provide technical leadership throughout the software development lifecycle using Agile methodologies.
* Design and develop secure web applications, APIs, system integrations, and workflow automation solutions.
* Modernize legacy applications using cloud-native technologies and contemporary development frameworks. * Collaborate with stakeholders to gather requirements, define technical solutions, and deliver high-quality software products. * Implement DevSecOps practices, including CI/CD pipelines, automated testing, version control, and secure coding standards. * Integrate applications with enterprise platforms such as Microsoft 365, Azure, SharePoint, identity management services, and relational databases. * Perform code reviews, establish development standards, and mentor software engineers.
* Support production systems through troubleshooting, performance tuning, and software enhancements.
* Develop technical documentation, system designs, and operational procedures. Qualifications 10+ years experience in enterprise software development including at least 5 years leading software development teams or serving as a technical lead. Bachelorโ€™s degree in Computer Science, Software Engineering, Information Systems, or a related technical discipline. Additional experience may be substituted for degree requirements. Certifications such as Microsoft Certified: Azure Developer Associate; Microsoft Certified: Azure Solutions Architect Expert; Certified ScrumMaster (CSM); CISSP; PMI-ACP; and/or CompTIA Security+ CE preferred. Experience with Agile development methodologies such as Scrum or Kanban. Proficient with one or more of the following: C#/.NET, Java, Python, JavaScript/TypeScript, React, or Angular. Experience designing and implementing RESTful APIs and enterprise system integrations. Experience with SQL Server, PostgreSQL, or other relational database platforms. Experience using Git, Azure DevOps, or similar source control and CI/CD platforms. Knowledge of secure software development practices and cybersecurity principles. Experience supporting enterprise IT modernization initiatives preferred. Experience developing software for logistics, transportation, maintenance, asset management, or operational environments desired. Experience with Microsoft Azure, Power Platform, Docker, Kubernetes, or cloud-native development desired. Experience implementing DevSecOps, Zero Trust, and Infrastructure as Code preferred. Experience integrating enterprise business applications and operational systems desired. Experience supporting disconnected or low-bandwidth operating environments preferred. Must have strong communication, analytical, and problem-solving skills. Must be a US citizen and able to obtain and maintain a Public Trust clearance.
