Job description

You will serve as a MARITIME OPERATIONS CENTER TRAINING PROGRAM MANAGER on the MOC TRAINING TEAM in the TRAINING, EXERCISES & WARGAMING DEPARTMENT of the NAVY WARFARE DEVELOPMENT CENTER.Qualifications:To qualify for the GS-15, in addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Extensive experience in the design, development, scenario scripting, modeling and simulation, and exercise control facets of Operational Level (OL) and Large Scale Exercises (LSE) (e.g., CCMD exercises, USAF BLUE FLAG, USMC MEFEXs, or US ARMY Advanced Warfighter Exercises) utilizing live, virtual, and constructive (LVC) training environments.
  • Mastery-level knowledge and extensive operational experience utilizing the Navy Planning Process (NPP) and the Joint Operational Planning and Execution System (JOPES) to plan and execute joint and maritime military operations.
  • Direct experience serving on a numbered/major Fleet staff or Combatant Command (CCMD)/Joint Task Force (JTF) staff, with deep-seated knowledge of Navy missions, organizational structures, and command relationships (ADCON, OPCON, TACON) executed during CCDR operations.
  • Proven experience serving as a team lead supervising a diverse workforce (including GS civilians, active-duty military up to O-6, and contractors) and managing significant programmatic resources, including POM submissions, travel budgets, and service labor contracts in excess of $6M per annum.
  • Exceptional oral and written communication skills to facilitate high-stakes discussions, present critical risk-benefit analyses, and negotiate solutions on contentious issues with Flag/SES-level leaders, 3- and 4-star Fleet Commanders, and senior joint or international stakeholders.
