Position Overview

The Project Specialist supports the administration, execution, and continuous improvement of the Rotational Workforce Program, a nationwide multi-trade contract labor initiative serving shipyards and industrial clients. The program provides skilled and mobile trades personnelโ€”including welders, pipefitters, machinists, and electriciansโ€”to critical U.S. naval shipbuilding and repair operations across multiple sites.

The Project Specialist serves as a key administrative and analytical resource within the program, performing a blend of project administration, data analysis, procedural development, and workflow optimization. This position requires exceptional flexibility, strong communication skills, and the ability to handle both repetitive administrative duties and independent, higher-level strategic tasks.

Key Responsibilities Program & Project Administration
  • Support day-to-day program operations, including documentation, reporting, scheduling, and data entry.
  • Assist with workforce timekeeping, labor tracking, and reconciling client remits across multiple project sites.
  • Maintain accurate records of personnel assignments, certifications, and project deliverables.
  • Coordinate with HR to support onboarding, personnel management and recordkeeping.
  • Prepare and distribute reports, presentations, and correspondence on behalf of the Program Director.
Data & Process Management
  • Collect, organize, and analyze operational data to identify trends, inefficiencies, and opportunities for improvement.
  • Develop and maintain dashboards, tracking tools, and reports using tools such as Excel, Power Query, PowerBI, and Microsoft Access.
  • Support the development and standardization of workflows, forms, and procedures to improve program efficiency.
  • Provide input on process automation and digital solutions for recurring administrative tasks.
Communication & Coordination
  • Assist in the preparation of presentations and briefings for management, customers, and partners.
  • Communicate clearly and professionally across multiple organizational levels and disciplines.
  • Participate in the creation, review, and refinement of operating procedures and program documentation.
  • Contribute to lessons-learned sessions and support corrective action implementation.
  • Proactively identify areas where program operations can be made more efficient or data-driven.
Qualifications Required

Associate or Bachelorโ€™s degree in Business Administration, Project Management, Data Analytics, or a related field; equivalent experience considered.

1โ€“5 years of experience in project administration, data analysis, or operational support.

Proficiency with Microsoft Office Suite, especially Excel, Word, PowerPoint, and Access.

Experience using Power Query, PowerBI, pivot tables, or similar data analysis/visualization tools preferred.

Excellent organizational, written, and verbal communication skills.

Strong attention to detail and ability to manage multiple priorities under tight deadlines.

Willingness to perform both routine administrative tasks and higher-level analytical work.

Preferred

Experience with Sharepoint and other collaboration tools (e.g.Microsoft Teams, OneDrive, or similar)

Familiarity with labor programs, timekeeping systems, or workforce scheduling tools.

Knowledge of workflow development or process documentation best practices.

Working Conditions

Primarily office-based, with occasional visits to shipyard or field sites.

May involve periodic travel for meetings, audits, or program support.

Fast-paced, dynamic environment requiring adaptability and initiative.

Salary Range and Benefits

Annualized salary of $70,000 - $90,000. Negotiable based on experience. Position will be exempt.

The Company designates holidays each year at its sole discretion, and a calendar will be provided to employees for each calendar year, but generally most federal holidays and a holiday shutdown.

About Us

Bartlett Maritime Corporation (BMC) was incorporated in February 2019 for the express purpose of supporting the United States Navy in the resolution of submarine industrial base capacity and capability shortfalls with a focus on new submarine construction and commissioned submarine maintenance. BMC began this mission by providing shipyard-related technical services to an international client base.

In March 2023, Bartlett Maritime Corporation took the next step in its mission when it was contracted by NAVSEAโ€™s Submarine Industrial Base (SIB), via BlueForge Alliance, to ready certified welders for deployment to various shipyards as part of BMCโ€™s Rotational Workforce ProgramTM(RWP). This mission continues as BMC seeks to expand its RWP to multiple sites with multiple skilled trades.
