Job description

The Office of Information Services (OIS) is a shared service provider for the Oregon Health Authority (OHA) and Oregon Department of Human Services (ODHS). OIS provides the technology systems and services that support more than 18,000 OHA and ODHS agency staff at local offices and facilities around Oregon. These systems and services help the two agencies determine client service program eligibility; provide medical, housing, food, and job assistance; provide addiction, mental health, vocational and rehabilitative services; protect children, seniors and people with physical and/or developmental disabilities; process claims and benefits; manage provider licensing and Oregon hospital facilities; and promote and protect the Oregon public health.
Senate Bill 972 requires Oregon Health Authority (OHA) to transition the Oregon Health Insurance Marketplace (OHIM) from a state-based marketplace using the federal platform (SBM-FP) to a state-based marketplace (SBM) using its own technology in time for open enrollment for plan year 2027. Specifically, OHA is required to procure and administer an information technology platform or service and call center, separate from the federal platform and call center, to provide electronic access to the health insurance marketplace in this state by November 1, 2026.
Scope of Work:
OHA seeks an experienced Senior Testing Consultant that serves as a subject matter expert in testing design, test execution, defect evaluation, and testing process improvement. Contractor's Key Person shall provide advanced testing support, guidance, and expertise to the SBM team. Contractor's Key Person shall support both agile and traditional delivery teams by designing, executing, and validating user acceptance testing (UAT), as well as collaborating closely with business users to ensure systems meet requirements and deliver expected business value.
Tasks:
  • Contractor's Key Person shall:
  • Review and analyze project requirements, user stories, process flows, and acceptance criteria for clarity, completeness, and testability.
  • Maintain and update the requirements traceability matrix (RTM).
  • Create, update, and maintain comprehensive test cases, test scenarios, and test suites.
  • Develop and update test plans that outline scope, approach, schedule, resources, and risks.
  • Execute manual UAT test cases, log test results, and ensure proper validation of functional and non-functional requirements.
  • Participate in test case review sessions; identify candidates for automated testing as needed.
  • Conduct regression testing to validate system stability and verify fixes.
  • Support and sometimes lead bug hunts, exploratory testing, and ad hoc validation activities.
  • Log defects with clear reproduction steps, evidence, and expected behavior; retest defects and confirm resolution.
  • Conduct integration testing across systems, services, and interfaces.
  • Perform or support load, performance, security, integration and accessibility testing activities.
  • Prepare, request, or curate test data required for UAT.
  • Validate UAT readiness (requirements, data, environments, tools).
  • Participate in defect triage discussions; assist in determining priority, severity, and business impact.
  • Provide UAT guidance and support to business SMEs/testers during testing cycles and contribute to training, documentation, and testing best practices.
  • Develop and maintain testing best practices, training materials, templates, and documentation.
  • Provide daily/weekly test metrics, summaries, and status reports to stakeholders.
  • Participate fully in Scrum ceremonies (if applicable) including planning, refinement, standups, demos, and retrospectives.
  • Contribute to release readiness assessments and go/no go recommendations.
  • Apply knowledge of test automation concepts to identify automation candidates, support automation coverage planning, and collaborate with automation engineers on automated regression and smoke testing as needed.
  • Continuously identify opportunities for improving testing processes, tools, documentation, and collaboration.
  • Define testing approach, entry/exit criteria, quality gates, and release-level test strategy.
  • Escalate quality risks, blockers, and unresolved defects with clear recommendations.
  • Assess test coverage and identify gaps across requirements, integrations, workflows, data, roles, and edge cases.
    Recommend testing scope adjustments based on project risk, timeline, and release objectives.
  • Monitor defect trends, aging defects, recurring issues, and root causes to support quality improvement.
  • Identify and escalate environment issues that may impact test execution or release timelines.
    Define test data needs, validate data quality, and coordinate data refreshes, masking, or setup as needed.
  • Support sprint, release, and project planning by providing QA/UAT estimates and testing assumptions.
  • Participate in/lead release readiness discussions.

Required Skills & Experience:
  • Strong understanding of UAT processes, SDLC, and agile methodologies.
  • Experience designing and executing complex test scenarios.
  • Skill in using test management and defect tracking tools (Azure DevOps, Jira, etc.).

Provide SME and consultative technical expertise to enable the client to manage, implement, maintain, create a solution for the client. Develop and implement test strategies for client applications and programs. Collaborating with stakeholders to identify testing requirements and resolve issues. Bachelor's degree with 10 + years' experience in computer science, IT, or related field. 10+ years of proven technical expertise in one or more of the disciplines that the client supports. The selected key person is expected to telecommute, as agreed to between the Agency Authorized Representative and the key person. Any decision to allow telecommuting is made with the understanding that decision will be re-evaluated by the Agency Authorized Representative on a regular basis. The key person should be available to work onsite if asked within a reasonable timeframe.
Telecommuting will be contingent upon the key person providing his/her own adequate computer, monitor(s), Internet connection, and telephone, and be readily available during normal working hours via phone, email or instant message. Access to Agency systems will be provided via VPN or similar software. No hardware or additional software will be provided at the key person's home site or his/her PC.
For Services that are agreed to occur remotely that those Services will only be completed by the Key Person resourced for the Project and all work must be performed in the United States of America. Work performed or hosted wholly or in-part by companies proposing/assigning employees or contractors for Oregon work, who are not United States citizens or individuals without a valid United States visa (not authorized to work in the USA), is not permitted. Offshoring computing services, to include, but not limited to cloud/hosting, application development, systems/service maintenance, and support is not allowed.
OHA/ODHS operates on standard business days (Monday - Friday, 8 a.m. - 5 p.m., Pacific Standard Time, except for Oregon holidays and business closures) and Key Person must be available to engage with OHA/ODHS as agreed upon with management.
