Job description

CORMAC is seeking a hands-on and driven Proposal Manager/Writer to ensure all of the company’s proposals are fully executed from start to finish. This role is responsible for coordinating the proposal process and responding to requests for proposals (RFPs); from preparing the actual proposals to coordinating their presentation to clients. This is a remote role.

The Proposal Manager/Writer will provide direction in proposal writing best practices to the proposal and technical staff, including brainstorming layouts and text development, task delegation, response editing and submissions, and other efforts associated with the process.

Responsibilities

  • Strategize with all internal teams (i.e., Business Development, Finance, Technical SMEs, etc.) to develop winning proposals.
  • Plan proposal development and production support activities, including preparing the master proposal schedule and managing the proposal preparation process.
  • Develop and manage the proposal team, assign proposal resources, and issue effective proposal instructions to proposal team staff.
  • Develop guidelines and processes for detailed pricing inputs, working closely with the executive leadership team.
  • Conduct daily proposal status meetings to review proposal status in the following areas:
  • Proposal and/or program issues
  • Volume status by section
  • Proposal action item status by volume
  • Program management status
  • Technical baseline status
  • Cost baseline status
  • Procurement/contract management status
  • Conduct storyboarding sessions that present overall proposal strategies and approaches to be integrated throughout all proposal sections.
  • Ensure integration of all proposal strategies, including implementation of themes, discriminators, and competitive ghosting.
  • Prepare status reports and briefings for management; prepare, present, conduct, and participate in reviews at all stages of the proposal.
  • Direct and participate in writing/editing/rewriting efforts as needed.
  • Direct post-color review recovery activities and track all recovery actions through resolution.
  • Lead internal Retrospective meetings to identify lesson learned and ways of improving the proposal process and document recommendations for future proposals.
  • Oversight of the document libraries and content within the corporate proposal portal including bid and proposal materials, boilerplate, active and archived proposals, and lessons learned libraries.

Required Skills & Experience

  • Bachelor’s degree in Business, Computer Science, Marketing, English, Communications or a related field.
  • Must be a U.S. Citizen or Green Card Holder
  • Experience in the Federal Government RFP procurement process; experience with the Centers for Medicare & Medicaid Services (CMS), preferred.
  • Minimum of 5+ years of successful proposal management experience in a government contractor environment, including supervision and management of personnel.
  • Experience developing proposals utilizing the Shipley method. Excellent writing skills and proven ability to understand and communicate technical concepts in a compelling, persuasive manner to evaluators.
  • Minimum 3+ years of experience in Federal government contract proposal writing.
  • Experience supporting Capture Managers and Executive Leadership in determining win strategy and evaluating the company’s probability to win awards based on RFP and proposal analysis.
  • In-depth knowledge of the Federal Government RFP procurement process.
  • Experience with managing cradle-to-grave proposal efforts for Federal government customers.
  • Experience managing and coordinating the work of multi-disciplinary, cross-functional teams.
  • Proven ability to analyze RFP requirements, as well as synthesize information to support the development of win themes and value propositions.
  • Capable of professional interaction across all levels of personnel, including executive leadership, and technical subject matter experts.
  • Willingness to research and author non-technical sections
  • Capable of working under tight deadlines, with the flexibility to work on several projects simultaneously.
  • Strong problem-solving and decision-making abilities with the ability to work independently.
  • Proficient in MS Office desktop publishing and document formatting tools (Word, Excel, PowerPoint).

Preferred Skills & Experience

  • Master's degree in Computer Science, Marketing, Business, Communications, or a related field.
  • Professional certifications (i.e. PMP, APMP, ITIL, SMPS, 9000, ISO, CAPM, PMI, CPSM).
  • Experience with commercial proposals and/or supporting small business proposal efforts.
