Job Summary: The Proposal Manager/Writer II is responsible for developing and submitting high-quality responses that propose Geographic Solutions’ workforce and unemployment software systems to local, regional, and state government agencies. This role coordinates input from cross-functional teams and drafts compelling proposals by blending newly written content with boilerplate and past proposals to ensure full compliance with all requirements and evaluation criteria.


THIS IS A HYBRID POSITION. CANDIDATE WILL HAVE TO COME TO WORK AT CORPORATE OFFICE IN PALM HARBOR, FL. A MINIMUM OF 2 DAYS A WEEK.


Key Responsibilities:

  • Review RFPs, RFIs, and other opportunities to support research, analysis, and response planning
  • Create outlines and shell documents for proposal responses
  • Facilitate and lead proposal kick-off meetings, strategy meetings, and proposal review sessions
  • Collect and coordinate input from cross-functional teams and subject matter experts
  • Articulate win themes, technical solutions, discriminators, and key requirements clearly and consistently throughout proposal documents
  • Apply formatting, writing, editing, and proofreading skills to develop organized proposal drafts
  • Lead Color Team reviews and manage follow-up revisions
  • Ensure overall proposal quality, consistency, and compliance with solicitation requirements
  • Prepare final master files in Word and PDF formats for submission
  • Organize and maintain proposal files and folders within SharePoint
  • Manage multiple proposals and projects simultaneously under tight deadlines
  • Participate in all proposal debriefs and lessons-learned sessions
  • Maintain and update proposal boilerplate content following each submission
  • Stay current on product offerings to ensure boilerplate content reflects the latest features and capabilities
  • This role may require occasional night or weekend work to meet critical submission deadlines


Requirements:

Work Experience and Knowledge:

  • Experience working for a software development/information technology organization desired
  • Experience with state and local government proposals preferred
  • Effectively collaborate with others to establish good working relationships within the team
  • Excellent organizational skills with the ability to prioritize projects and tasks in a fast-paced environment
  • Strong written and verbal communication skills with the ability to work both within a team and independently
  • Manages time and resources to ensure that work is completed efficiently
  • Meets demanding deadlines in a timely manner
  • Maintains stable performance under pressure or opposition, such as time pressure or unexpected challenges
  • Demonstrate a strong work ethic through consistent attendance, punctuality, professionalism, and commitment

Credentials and Experience:

  • Bachelor’s degree in English, Business Administration, Communications, Journalism, Marketing, or a related field
  • Minimum 3 years of successful proposal experience, preferably in government or the software/technology sector.
  • An equivalent combination of education and experience may be considered
  • Proficient in Microsoft Office suite (Word, Excel, Outlook, Teams, and SharePoint)
  • Understanding of proposal techniques (i.e. layout, graphics, strategy-to-win)
