Role Overview

The Director, Puerto Rico leads large-scale, federally funded infrastructure, resilience, and disaster recovery programs while driving strategic growth across the territory. This role blends program leadership, stakeholder engagement, and market expansion, ensuring the organization strengthens its presence, deepens agency relationships, and identifies new opportunities within Puerto Rico's evolving recovery and infrastructure landscape. The Director is responsible for advancing program performance, regulatory compliance, operational excellence, and long-term resilience outcomes while supporting organizational growth through informed, relationship-driven business development.

Key Responsibilities
  • Program & Portfolio Leadership - Direct multi-billion-dollar portfolios of infrastructure, resilience, and recovery programs funded through federal grants, ensuring alignment with strategic objectives and regulatory requirements.
  • Infrastructure Program Delivery - Oversee planning, execution, and performance of large-scale infrastructure initiatives, including energy resilience, mitigation, modernization, and municipal revitalization projects.
  • Strategic Growth & Market Expansion - Identify emerging needs, funding opportunities, and programmatic gaps across Puerto Rico's public-sector landscape; translate program insights into actionable growth strategies that strengthen organizational presence.
  • Stakeholder Relationship Development - Cultivate and maintain senior-level relationships with territorial agencies, municipalities, utilities, federal partners, and community stakeholders to support both program success and long-term market positioning.
  • Opportunity Identification & Positioning - Monitor federal and territorial funding streams, infrastructure priorities, and policy developments to anticipate future opportunities and align organizational capabilities with evolving market needs.
  • Cross-Functional Team Leadership - Lead multidisciplinary teams of program managers, engineers, consultants, and contractors to deliver high-impact outcomes across multiple concurrent workstreams.
  • Regulatory & Grant Compliance - Ensure adherence to FEMA PA, CDBG-DR, CDBG-MIT, and related federal program requirements, including documentation standards, audit readiness, and performance reporting.
  • Budget & Financial Oversight - Manage program budgets, funding allocations, schedules, and financial performance across multiple initiatives.
  • Strategic Planning & Operational Frameworks - Develop and implement operational strategies, risk mitigation plans, and process improvements to support timely and compliant program delivery.
  • Contract & Vendor Management - Oversee contractor and consultant performance, ensuring deliverables, schedules, and budgets meet program standards.
  • Community & Agency Engagement - Support coordination with municipalities, nonprofits, and public-sector partners to advance infrastructure and resilience objectives across Puerto Rico.
Required Qualifications
  • 8+ years of experience managing federally funded infrastructure, resilience, or disaster recovery programs (FEMA PA, CDBG-DR, CDBG-MIT).
  • Bachelor's degree in a relevant field, such as business, engineering, public administration, or a related discipline.
  • Proven leadership of large, multi-sector portfolios involving complex stakeholder environments.
  • Demonstrated ability to lead multidisciplinary teams and manage contractor/vendor performance.
  • Experience coordinating with federal agencies, territorial departments, municipalities, and utilities.
  • Ability to identify program-driven growth opportunities and support strategic expansion efforts.
  • Strong background in program implementation, strategic planning, and operational oversight.
  • Bilingual proficiency in Spanish and English.
  • Ability to manage budgets, schedules, performance metrics, and risk mitigation activities.
Preferred Qualifications
  • Experience delivering infrastructure modernization, energy resilience, or mitigation programs.
  • Familiarity with CDBG-DR/MIT infrastructure frameworks, municipal revitalization programs, and non-federal match structures.
  • Background supporting large-scale engineering, construction, or resilience initiatives.
  • Experience developing program documentation, audit readiness, and regulatory compliance systems.
  • PMP or similar project/program management training.
