Job description

Position Summary...The Senior Manager, Global Marketplace Risk – Policy & Decisioning Strategy will define and execute the strategy that enables scalable, accurate, and data-driven onboarding decisioning across Walmart Marketplace. This leader will drive policy and risk decisioning frameworks that balance marketplace growth with customer and seller trust, ensuring onboarding decisions are both operationally scalable and aligned with business objectives.What you'll do...This role sits at the intersection of risk strategy, data, policy, and technology. The ideal candidate brings deep analytical expertise, systems thinking, and strong business judgment to solve complex onboarding and trust challenges. They will partner cross-functionally with Product, Engineering, Data Science, Operations, and Analytics teams to continuously improve onboarding decision accuracy, strengthen feedback loops, and scale intelligent decisioning systems from seller application through the end of the onboarding journey. Key Responsibilities 1. Risk Strategy & Policy Decisioning
  • Define and lead onboarding risk and policy decisioning strategy focused on enabling marketplace growth while maintaining a trusted marketplace ecosystem.
  • Risk owner of the strategy layer across onboarding decisioning, partnering with DS and BI teams to develop, optimize, govern, and drive ongoing performance management.
  • Connect onboarding requirements to platform, data, policy, rule, and model strategies to ensure scalable and accurate risk outcomes.
  • Develop strategic frameworks that balance automation, operational efficiency, seller experience, and marketplace integrity.
2. Data & Decisioning Excellence
  • Drive strategy around the data required to support accurate onboarding and risk decisions across the seller lifecycle.
  • Partner with Data Science, Product, and Engineering teams to improve model performance, decision accuracy, and automation capabilities.
  • Establish rigorous measurement frameworks for rule and model performance, including decision quality, false positive/negative rates, audit outcomes, and operational efficiency metrics.
  • Leverage deep analytical expertise to identify trends, diagnose root causes, and continuously improve onboarding decisioning systems.
3. Feedback Loops & Continuous Improvement
  • Lead the development and scaling of audit and feedback programs that improve policy effectiveness and decision consistency.
  • Partner cross-functionally to design automated feedback loops that strengthen model learning, rule refinement, and operational decision quality.
  • Translate operational insights and audit findings into scalable product, policy, and process improvements.
  • Drive experimentation and iterative optimization to continuously improve onboarding outcomes and reduce friction for high-quality sellers.
4. Cross-Functional Leadership & Execution
  • Partner closely with Growth Teams (Business Development), Product, Engineering, Operations, Analytics, Compliance, and Risk teams to align on onboarding strategy and execution priorities.
  • Influence roadmap prioritization and advocate for platform and tooling enhancements needed to scale decisioning accuracy.
  • Lead structured problem-solving in ambiguous and rapidly evolving environments with competing stakeholder priorities.
  • Communicate strategic recommendations, performance insights, and risk trends to senior leadership.
5. Operational Excellence & Governance
  • Establish scalable governance and monitoring processes to ensure policy consistency, operational rigor, and accountability.
  • Ensure onboarding decisioning processes align with Walmart policies, compliance requirements, and marketplace trust standards.

Minimum Qualifications
  • Bachelor’s degree in Business, Economics, Data Analytics, Computer Science, Engineering, or related quantitative field.
  • 8–10+ years of experience in marketplace risk, trust & safety, fraud/risk operations, onboarding strategy, policy management, analytics, or related domains.
  • Demonstrated experience developing risk decisioning strategies, rule frameworks, or policy systems at scale.
  • Strong analytical expertise with experience using data to drive business decisions and operational improvements.
  • Experience partnering cross-functionally with Product, Engineering, Data Science, and Operations teams.
  • Proven ability to lead complex initiatives in ambiguous, fast-paced environments.
Preferred Qualifications
  • Experience in eCommerce marketplaces, onboarding risk, seller risk, fraud prevention, or trust & safety domains.
  • Strong understanding of risk models, rules engines, feedback loop systems, and decision automation frameworks.
  • Experience designing measurement frameworks and KPIs for operational and model performance.
  • Familiarity with onboarding systems, identity verification, compliance workflows, or platform risk controls.
  • Experience building or scaling audit and quality assurance programs.
  • Strong executive communication and stakeholder influence skills.
