POSITION SUMMARY

The Manager of the PMO leads project management, business analysis, and Agile delivery for the ITS department, overseeing hybrid approaches to ensure consistent, highquality execution across enterprise initiatives. The role partners closely with ITS leaders to anticipate crossteam impacts, manage dependencies and resources, and support coordinated delivery across the portfolio. Success requires strong communication, collaboration, and leadership, along with a commitment to continuous improvement and staying current with evolving Agile, hybrid, and AIenabled practices. The Manager guides delivery maturity, enforces governance standards, and supports strategic decisionmaking across ITS.

DUTIES AND RESPONSIBILITIES

  • Portfolio Leadership & CrossFunctional Collaboration

  • Lead the ITS project portfolio by managing intake, prioritization, capacity planning, and resource allocation aligned with strategic goals.

  • Maintain clear visibility into progress, risks, dependencies, and crossteam impacts through consistent reporting and coordination.

  • Partner with ITS leaders to align timing, resolve workflow dependencies, and strengthen longrange planning and prioritization frameworks.

  • Delivery Methodology & Governance

  • Maintain consistent PMIaligned delivery standards across Agile, hybrid, and traditional projects through standardized tools, templates, and documentation.

  • Support teams with requirements development, backlog management, planning, and execution while applying lessons learned and emerging best practices.

  • Ensure effective change management by guiding user readiness, communication planning, and transition support.

  • Team Leadership & Human Capital Management

  • Lead, develop, and coach PMO team members-including IT Project Managers and Business Solution Analysts-through effective work assignments, feedback, and performance management.

  • Foster a collaborative environment that supports cross-functional learning, professional growth, and shared ownership of delivery outcomes, while partnering with ITS leadership on resource planning.

  • Promote delivery maturity across ITS by supporting PM/BA development, training opportunities, and communities of practice.

  • Financial & Resource Accountability

  • Manage and track project budgets, expenditures, and vendor invoices to ensure financial accuracy and alignment with approved plans.ย 

  • Identify and communicate budget variances early, recommending mitigation strategies when needed.ย 

  • Support cost estimation, resource planning, and financial forecasting for ITS initiatives.ย 

  • Optimize PMO human capital resources to ensure efficient staffing and workload distribution.

  • Support for Implementation Activities

  • Participate in afterhours and weekend implementations, ensuring clear communication, issue escalation, and coordination across teams.ย 

  • Provide leadership oversight during releases and production transitions to support smooth, successful deployments.

  • Vendor Management, Analytics & Innovation

  • Maintain consistent quality standards across ITS projects by enforcing testing protocols, acceptance criteria, and QA processes.ย 

  • Support RFPs, vendor evaluations, SOW development, contract documentation, and monitor vendor compliance.ย 

  • Coordinate smooth postproject handoffs with Operations and the Service Desk to ensure strong user satisfaction.ย 

  • Oversee PMO tools, dashboards, and KPI reporting to maintain visibility into delivery health and performance.ย 

  • Analyze delivery trends, refine PMO metrics, and identify automation or AI opportunities to improve efficiency.ย 

  • Stay current on evolving Agile, hybrid, and AIenabled practices while championing continuous improvement across ITS delivery.

QUALIFICATIONS

This position requires a Bachelor's degree in Business, Information Technology, or a related field with 6+ years of progressive experience in project management, business analysis, and technology delivery, including leading complex multiteam initiatives. Demonstrated experience leading a PMO or comparable project delivery function. PMP certification required. Scrum Master certification (CSM or PSM) plus 5+ years of experience leading Agile delivery across multiple teams or programs. Handson experience with scaling or hybrid Agile practices (e.g., Disciplined Agile, SAFe); formal certification preferred. Proven ability to integrate Agile delivery into PMO governance, portfolio processes, resource planning, and crossteam coordination.
