Job description

This is a position to work as a federal contractor to the BIA. Travel is required.
$100,000 - $120,000 a year

Work Schedule:
Standard work hours are Monday through Friday, 9:00 AM to 5:00 PM. This position is on-site with travel.
Position Overview:
Akicita Federal is seeking a highly qualified Construction Project Manager / Engineer to support complex, nationwide vertical design and construction initiatives for Indian Affairs (IA) facilities. This role requires advanced technical knowledge and program management expertise to lead the planning, design, construction, and successful delivery of building projects including schools, law enforcement facilities, administrative offices, and housing structures.
The incumbent will serve as a liaison between federal stakeholders and project teams, manage multiple task orders, and oversee the full lifecycle of assigned capital improvement projects. This includes coordinating with the Contracting Officer's Representatives (COR), engineering and architectural teams, and Tribal or industry partners to ensure compliance with federal regulations and performance goals.
 
Key Responsibilities:
-Provide leadership and oversight of large, complex design and construction projects from conceptual planning through construction and occupancy.
-Monitor progress and provide regular project status reports to DFMC officials and IA stakeholders.
-Serve as a technical authority on project scoping, cost estimating, scheduling, risk mitigation, and contractor performance.
-Lead the preparation and review of Program of Requirements (PORs), technical drawings, specifications, and construction documents.
-Ensure compliance with all applicable federal policies, codes, and regulations, including NEPA, NHPA, the Antiquities Act, and Self-Determination laws.
-Manage planning, design, and construction contracts, including those awarded under P.L. 93-638 and P.L. 100-297.
-Utilize Information Management Systems and Earned Value Management (EVM) data to track and report performance metrics.
-Develop and implement corrective actions for deficiencies and ensure alignment with internal controls and PMI best practices.
-Establish strong working relationships with Tribal entities, A/E firms, and other federal partners to coordinate multi-party construction efforts.
-Support procurement processes for A/E services and manage the administration of resulting contracts or grants.
-Present technical briefings, prepare reports, and communicate progress to IA leadership and other stakeholders.
 
Minimum Qualifications:
-Bachelor's or higher degree in engineering, or another relevant professional engineering discipline from an accredited institution.
-Minimum of 5 years of experience in construction project management, with demonstrated leadership in managing large-scale federal or Tribal building projects.
-Proven knowledge and experience in vertical construction, including design-build budgeting, phasing, and performance monitoring.
-Strong familiarity with building code inspection protocols and compliance.
-Experience leading teams of professional and technical staff through all phases of facility design and construction.
-Proficiency in project documentation, status reporting, and risk analysis using industry standards.
 
Preferred Qualifications:
-Project Management Professional (PMP) certification.
-Experience managing projects in tribal communities or within the federal government framework.
-Prior experience using Maximo, PMIS, FBMS, and other government-aligned project management tools.
