Position Overview:
As our Manager, Project Controls and Analysis you will provide strategic leadership, functional governance, and organizational oversight for all cost control, schedule governance, risk analysis, performance management, project financial controls, and invoicing lifecycle activities across Projects and Field Services. This role ensures that each project team operates within consistent standards, baselines and analytics so that customer expectations for schedule, cost tracking, reporting, commercial/ contract and BWXT business financials are met.

Your Day to Day as our Manager, Project Controls and Analysis

  • Project Controls Governance and Standards
    • Oversee organizational framework for project controls, including standards, policies, and procedures for cost control, schedule governance, and financial compliance.
    • Lead continuous improvement of tools, processes, and analytical frameworks.
    • Ensure compliance with contractual, regulatory, and customer requirements.
  • Portfolio Cost, Schedule, and Performance Assurance
    • Approve cost and schedule baselines before submission.
    • Ensure adherence to budget and timing of downstream dependencies.
    • Lead Earned Value Management oversight and application.
    • Direct portfolio KPIs, dashboards, forecasts, and strategic reporting.
    • Lead schedule quality reviews, schedule risk analysis, and schedule integration across the portfolio.
    • Monitor project performance and initiate any actions necessary to correct any adverse trends.
  • Commercial, Risk, and Change Advisory Leadership
    • Lead cost and schedule impact assessments for change management and commercial negotiations.
    • Support with contract analysis and claims preparation.
    • Understand Terms & Conditions and able to fully interpret customer contracts in order to ensure contract deliverables compliance.
    • Ensure risk registers and change documentation remain current and complete.
  • Invoicing Performance and Financial Governance
    • Oversee the invoicing lifecycle including reconciliation, accruals, labour validation, and submission.
    • Ensure financial governance and cost integrity across all projects.
    • Align forecasting, cost variance analysis, and revenue recognition with Project Accounting.
    • Monitor, direct and report on progress of contractor invoicing submittal and timely payments.
  • Workforce Leadership and Capability Development
    • Recruit, manage performance, ensure development, and capability building for all Project Controls and Project Cost personnel.
    • Establish competency models, training requirements, and development pathways for all reporting roles and incumbents.
    • Complete all HR yearly cycles for incumbents including performance reviews and succession plans.
    • Manage any individual performance issues and escalate to Human Resources as needed.
  • Cross Functional Collaboration
    • Collaborate with functional leaders to integrate project controls governance into broader organizational processes.
    • Promote cohesive application of BWXT's project controls standards.
    • Work with functional managers and individual contributors to gather data for resource planning and human performance improvement.
    • Identify process gaps/inefficiencies to design and implement changes via procedures and/or electronic processes.

Required Qualifications: 

  • Postsecondary degree in Business, Engineering, Finance, or related field.
  • Minimum 15 years progressive project controls and financial analysis experience.
  • Strong knowledge of cost control, scheduling, EVM, and risk.
  • Experience leading multi discipline project controls teams.
  • Certifications preferred: AACE CCP/EVP/PSP, PMI PMP.
  • Demonstrated understanding of industry best practices in the field of Project Management and Project Controls.
  • Experience in unionized environments (EPSCA/QCCC) is an asset.
  • Strong communication, analytical, and stakeholder engagement skills.
  • Possess leadership skills including planning, delegation, driving accountability and implementing change.

The base salary range for this position in Ontario (CA-ON) at the start of employment is expected to be between $$108,000 and $$158,000 per year. However, the base salary offered is based on local job market factors and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment.
