Job Purpose

The Manager, Project Controls disciplines for projects they are assigned to including:including scheduling, cost control, change management, and/or risk management. This role ensures integrated, accurate, and timely project performance information, enabling effective decision making and predictable project execution. Focused on project level delivery, the role supports Project Managers and/or Engineers by establishing robust controls, identifying risks and opportunities, managing change processes, and/or driving consistency in project reporting.

Duties and Responsibilities:

Project Controls Leadership 

  • Lead and mentor teammentor team supporting assigned to the projects or programs.
  • Establish and maintain project controls processes, systems, and documentation on the assigned projects.
  • Set up cost, schedule, and progress baselines and maintain integrated forecasts. Cost, Schedule & Risk Integration
  • Integrate project scope, schedule, cost, and progress data to provide clear project performance insights.
  • Conduct top down and bottom up project analysis to accurately predict outcomes.
  • Monitor project contingency drawdown and identify risks, trends, and mitigation opportunities.
  • Make financial decisions related to project cost control and project controls operations.

Change Management

  • Facilitate project change management processes and maintain the change log.
  • Assess and communicate schedule and cost impacts of proposed changes.

Reporting & Analysis

  • Prepare and review project controls deliverables and gate documents.
  • Develop and analyze project reports, KPIs, and performance metrics.
  • Provide independent analysis to support project teams. Contract & Vendor Support
  • Participate in bid evaluations, award recommendations, and/or contract administration.
  • Review contractor schedules, reports, and payment applications.

Client Support & Decision Guidance

  • Advise Project Managers on project health, risks, and strategic execution considerations.
  • Support decision making with authoritative project controls expertise.

Continuous Improvement

  • Identify and implement improvements to project controls tools, processes, and reporting standards.
  • Ensure consistency with organizational procedures; escalate gaps or deficiencies.

Relationship Management Internal:

  • Collaborate with leaders at all levels, including executives, to communicate complex information, provide advice, and negotiate resources or outcomes.
  • Partner with union representatives to foster positive employee relations and support implementation of new processes.
  • Maintain strong relationships with internal clients to understand needs and provide high quality project controls services.

External:

  • Build relationships with senior external clients, vendors, suppliers, and industry partners.
  • Respond to critical technical inquiries and manage negotiations when required.

Problem Solving

  • Resolve highly complex technical issues affecting the project
  • Support and guide staff in resolving work-related problems and escalating when needed.
  • Provide oversight and advice on project controls matters.

Leadership

  • Set goals and performance expectations for direct reports and ensure fair, consistent assessment across the department.
  • Provide coaching, development planning, and mentorship for staff; ensure appropriate skills and competency development.
  • Manage staffing decisions including hiring, deployment, and, when necessary, terminations.
  • Build a culture focused on service quality, responsiveness, flexibility, and continuous improvement.

Education:

  • Undergraduate degree in Engineering, or a related technical discipline, or equivalent technical experience.
  • Professional Engineer an asset.
  • AACEI (Assn. for the Advancement of Cost Eng’g) Certified Cost Professional, preferred.

Experience:

  • 5 to 8 years of relevant progressive experience in project controls, including estimating, scheduling, cost control, risk management, and/or performance reporting.
  • Utility experience is required for this role.
  • Demonstrated experience leading project controls activities across the full project lifecycle (business case, planning, execution, commissioning, close out).
  • Experience managing or overseeing portfolio level project controls frameworks, tools, governance processes, and continuous improvement initiatives.
  • Experience in contract administration, tender development/evaluation, and applying commercial/contractual requirements in a project environment.
  • Leadership experience managing technical teams, setting priorities, and developing staff capabilities.
  • Experience coordinating with internal and external clients, including unionized environments, vendors, and cross functional teams.
  • Strong working knowledge of project lifecycle management tools & systems, data analysis/reporting tools, and business intelligence platforms.
  • Strong background using project controls software, schedule/portfolio management systems, databases.
