Position Summary:
Midnight Sun is seeking a Program Manager in support of a federal contract with the Defense Health Agency (DHA) in San Antonio, Texas. This position provides leadership, oversight, and strategic direction for program operations, ensuring successful execution of multiple projects and alignment with DHA mission objectives. The Program Manager serves as the primary interface with government stakeholders and is responsible for program performance, team management, and delivery of high-quality contract outcomes. This position is contingent upon contract award.
Duties/Responsibilities:
  • Develop evaluation methods to assess program strengths and identify areas for improvement.
  • Produce timely and accurate reporting of program status throughout the program lifecycle.
  • Prepare contract deliverables in compliance with contractual terms and conditions and assist in the preparation of modifications or replacements as required.
  • Ensure standardization and minimize incompatibility across program deliverables and documentation.
  • Serve as the lead contact for project areas including control, legal, procurement, and compliance.
  • Perform cost management activities, including research, planning, estimating, budgeting, and cost control.
  • Execute and refine the program portfolio to align with organizational objectives and strategic initiatives.
  • Organize program activities to support the mission and goals of DHA.
  • Develop new programs in coordination with the DHA Task Manager to support strategic direction.
  • Provide exceptional customer service to internal and external stakeholders throughout the program lifecycle.
  • Create and manage long-term goals and objectives for programs and projects.
  • Ensure deliverables are produced on time and meet quality standards, including proper grammar and formatting.
  • Develop and manage program budgets and operating plans in alignment with organizational requirements.
  • Write program funding proposals to support uninterrupted delivery of services.
  • Manage a diverse team of staff members, ensuring goals are met for customer satisfaction, safety, quality, and performance.
  • Implement and manage changes or interventions to achieve project and program objectives.
  • Conduct regular meetings with clients to facilitate transparent communication regarding project issues and decisions.
  • Monitor multiple projects throughout the program lifecycle, managing day-to-day details and coordinating resources.
  • Track program progress and submit regular updates to program directors and higher-level management.
  • Prepare and present progress, budget, and status reports to program directors and executives.
  • Lead, mentor, and support team members and project staff to accomplish program objectives.
  • Identify, solve, and escalate program issues to the Program Director as needed.
  • Other duties as needed to ensure project success.

Minimum Requirements
Education & Experience:
  • Bachelor's degree from an accredited institution.
  • 3 years of experience in program management, project management, or administrative leadership within a medical facilities environment.
  • Prior experience managing programs aligned with federal or Department of Defense (DoD) operations.
  • Previous supervisory experience leading teams of at least 15 personnel.

Knowledge, Skills, and Abilities:
  • Knowledge of DoD or military organizational structures and command relationships.
  • Strong leadership, organizational, and decision-making skills.
  • Knowledge of program management principles and methodology, performance evaluations, and change management principles.
  • Experience managing strict program budgets.
  • Strong verbal and written communication skills.
  • Ability to multi-task, prioritize, and manage time effectively.
  • Understanding of project management principles.
  • Analytical skills to translate DHA program and mission objectives into actionable plans within federal, DoW, and medical service regulatory frameworks
  • Proficiency with Microsoft Office Suite and program/project management software programs.

Certifications/Licenses/Other:
  • Valid Driver's License
  • Ability to obtain/maintain client site access and badging requirements.

Work Environment:
Work is primarily performed in an office environment with interaction with Government facilities and stakeholders. Travel may be required both within the continental United States and internationally to support project and program needs.
