Job Summary
Position is responsible for providing technical support to student information users and for generating student information for local, state, and federal reporting; organizing, implementing, and supervising large group student testing programs for the school division and administering all facets of testing management. Position develops and interprets policies and procedures for testing; analyzes and reports testing results; and develops related professional development sessions.
Essential Duties
The minimum performance expectations include, but are not limited to, the following functions/tasks:
Student Information System Management (PowerSchool):
  1. Serve as the school system's student information system administrator
  2. Manage and maintain databases between the local school division and outside vendors.
  3. Communicate with student information vendor and other software vendors for purposes of acting as a liaison in resolving general operational problems and technical issues
  4. Perform routine file management tasks, including transferring, loading, archiving and converting data for purposes of managing, maintaining and securing student information.
  5. Perform student information system software upgrades for purposes of ensuring the utilization of up-to date technology applications
  6. Work with division staff to provide training for administrators and administrative assistants on the use of the student information system.
  7. Work collaboratively with the ECPS Technology Department to provide support for projects and initiates as needed.
  8. Work with the Director of Technology to maintain a secure data environment.
  9. Monitor completion of data projects, identifying problems and reporting progress to the supervisor.
  10. Prepare written materials for the purpose of documenting activities and providing instructions to others.
  11. Respond to inquiries and requests for data information from the student information system including but not limited to form letters, labels, searches, attendance reports, discipline reports, report cards, rosters, and honor roll.
  12. Organize and prepare system software documentation, procedural documentation and operations instructions for purposes of promoting efficient utilization of system software.

Division- and State-Level Data Analysis and Reporting
  1. Generate, analyze and upload data for purposes of meeting state and federal reporting requirements, including but not limited to SRC Reports, MSC, and all state testing.
  2. Perform annual student information system setup/configuration, including but not limited to:
    1. Calendar Setup
    2. Scheduling
    3. Attendance Configuration
    4. Term Grade Storage
    5. Grading Setup
    6. Photo Imports
    7. Perform End of Grading Term Tasks
    8. Update, Generate, and Print Report Cards
    9. Assist with Honor Roll Calculations
    10. Store Grades
  3. Update and maintain Student Testing Data on division and state platforms
  4. Download SSWS data files. Data files will be reviewed with division and school level administrators and timelines created for correcting discrepancies.
  5. Manage user accounts, security setup, and custom screens
  6. Perform end of year processes and state/division reporting each summer.
  7. Support personnel by providing technical assistance with PowerSchool tasks
  8. Works collaboratively with multiple teams.
  9. Work closely with division office staff, on issues involving PowerSchool and the instructional program.
  10. Work with high school and middle school counselors to build and load schedules annually, including set up of courses sections, room options, and classes.
  11. Work closely with elementary school principals to set up teachers, classes, and dependent sections to allow the school to enroll students in classes.
  12. Develops and administers the division's standardized testing program which includes nationally norm-referenced tests, state required tests, and locally developed criterion referenced tests.
  13. Develop division wide testing policies and operational procedures to include procedures for ensuring the security of test materials.
  14. Interprets and ensures application of policies and procedures relating to the testing function.
  15. Develops, in collaboration with the division office staff, an annual division wide schedule for large group testing; and consults with building administrators/instructional supervisors in the coordination of the practical elements involved in such as securing test coordinators and facilities.
  16. Develops, in collaboration with the division office staff, an annual division-wide schedule for interims and report cards.
  17. Supervises, trains, and coordinates the activities of school test coordinators.
  18. Manages the ordering, distribution, inventory, collection, and scoring of testing material.
  19. Analyzes and interprets group testing results; and prepares/presents reports to the School Board and staff in an accurate, understandable, and timely manner.
  20. Acts as a liaison with the Division of Assessment and Reporting to the Virginia Department of Education regarding the implementation of student testing programs and the reporting of results.
  21. Supervises and evaluates assigned staff in the day to day operation of the testing function.

Other Essential Duties
  1. Evaluates the division's testing program on a continuing basis and recommends changes as necessary.
  2. Ensures compliance with federal, state, and local laws and regulations
  3. Ensures the maintenance of complete and accurate historical files in testing results.
  4. Serves on special committees related to testing and assessment services as necessary.
  5. Performs any other duties as assigned by supervisor.

Minimum Qualifications (Knowledge, Skills and/or Abilities Required)
Bachelor's Degree, preferably in education, statistics, mathematics, or a related field and considerable related experience in the field of educational testing. Considerable experience in school systems in an administrative capacity. Power School experience. Experience in data analysis or database programming. A comparable amount of training and experience may be substituted for the minimum qualifications.
