Summary

The Federal Operations Manager is responsible for managing and directing the day-to-day operations of Goodwill Easterseals Miami Valley’s federal contracts. This role ensures operational excellence, regulatory compliance, and alignment with the organization’s mission. The Manager will lead staff, ensure high-quality service delivery, develop relationships with federal agencies, and coordinate cross-functional initiatives to drive performance, efficiency, and growth across federal contract sites.


Essential Duties & Responsibilities

  1. Oversee operations and performance of all federal contract sites to ensure compliance with federal standards, contract terms, and agency goals.
  1. Develop, lead, and train site supervisors and staff across multiple locations under federal contracts.
  1. Monitor and manage contract performance metrics, including quality, financials, staffing, and mission-based outcomes.
  1. Ensure all federal reporting requirements are met, including timely and accurate submission of deliverables.
  1. Lead contract startup and closeout activities in coordination with Business Services and partner agencies.
  1. Ensure compliance with federal regulations, including Department of Labor, AbilityOne, OSHA, and security clearance protocols.
  1. Serve as primary liaison with federal contracting officers, inspectors, and agency representatives.
  1. Contribute to the development of bids and proposals for new federal contracts or modifications to existing ones.
  1. Manage federal contract budgets and ensure operations stay within approved spending parameters.
  1. Drive continuous improvement and operational efficiency through process optimization and staff development.
  1. Maintain required records and reports for internal use and external compliance.
  1. Respond to after-hours or on-call situations as needed.

Supervisory Responsibilities

Directly supervises federal contract site managers and support personnel. Responsible for hiring, training, performance management, and staff development.

Education Requirements

Bachelor’s degree in Business Administration, Operations Management, Public Administration, or related field. Equivalent experience may be considered in lieu of a degree.

Experience Requirements

  • Minimum 5 years of operational management experience, preferably in a federal contracting or government services environment.
  • Demonstrated success in managing large-scale service operations with multiple sites and contracts.
  • Proven ability to manage federal compliance, government relationships, and contract performance.
  • Experience with the AbilityOne program, SourceAmerica, or similar preferred.

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  Must be able to travel locally and regionally to contract sites.

Must maintain the ability to pass a criminal background check and random drug screens and obtain the required passes for each of the Government facilities in which work is performed by this business unit.
