Recruiting Manager - Marine Division

Location: Norfolk, VA

Work Arrangement: 100% in-office. Remote and hybrid work are not available.

Position Summary

The Recruiting Manager leads a team of five or more recruiters supporting skilled-trade and technical workforce needs at the local, regional, and national levels. This role owns recruiter performance, pipeline execution, hiring outcomes, process discipline, team development, and final recruiting approval before workers are deployed.

NSC Marine supports defense and commercial shipbuilding, ship repair, maintenance, modernization, overhaul, conversion, and major project-based workforce requirements across the United States.

Key Responsibilities
  • Lead, coach, and manage a team of five or more recruiters, including remote direct reports
  • Set priorities, delegate effectively, establish clear expectations, and hold recruiters accountable for results
  • Manage recruiter activity, pipeline health, candidate quality, hiring outcomes, and follow-through through the candidate's start date
  • Support high-volume workforce surges requiring the rapid recruitment and deployment of more than 100 workers
  • Reinforce consistent recruiting workflows, documentation standards, and ATS discipline
  • Use Bullhorn and reporting tools to monitor activity, identify gaps, and improve team performance
  • Support recruiting needs across multiple regions based on division priorities
  • Consistently identify and interview prospective recruiter candidates
  • Hire, onboard, train, mentor, and develop recruiters to support current and future workforce needs
  • Partner with Safety and Compliance and serve as the final recruiting-level approver before deployment
  • Confirm that candidate qualifications, documentation, required safety training, PPE readiness, and other pre-deployment requirements are complete
Required Experience
  • Previous recruiting manager or recruiting team lead experience
  • Minimum of five years of recruitment or talent acquisition experience
  • Proven experience leading and developing recruiting teams
  • Experience managing high-volume recruiting and rapid workforce deploymentStrong understanding of recruiting KPIs, pipeline management, candidate qualification, and completed hiring outcomes
  • Experience using an ATS to manage workflows, records, activity, and reporting
  • Ability to create structure, accountability, urgency, and consistent execution in a fast-paced environment
Preferred Experience
  • Agency staffing experience
  • Bullhorn experience
  • Recruiting experience within marine, shipbuilding, ship repair, light industrial, manufacturing, or skilled trades
