LOCATION: This position requires onsite presence at our project site in Hawthorne, NV. Per diem will be provided for those willing to travel or relocate from other locations and work onsite.
ABOUT THE JOB
The Tepa Companies are seeking a Quality Control Manager (QCM) to be responsible for planning, implementing, and administering the project-specific Quality Control Program for the Bomb Rehabilitation Project at Hawthorne Army Depot, Nevada. The QCM ensures all construction, explosive hazard mitigation, stormwater infrastructure improvements, and environmental restoration activities comply with Department of Defense (DoD) contract requirements, project specifications, applicable federal regulations, and established quality standards.
Job Functions:
  • Administer and maintain the project Quality Control Program in accordance with contract requirements and the approved Quality Control Plan.
  • Oversee quality assurance for all phases of the project, including:
  • Explosive hazard clearance and mitigation activities.
  • Earthwork, grading, and excavation.
  • Stormwater drainage improvements and flood mitigation infrastructure.
  • Culvert installation and drainage structures.
  • Erosion and sediment control systems.
  • Site restoration and final grading.
  • Conduct preparatory, initial, and follow-up inspections for each definable feature of work.
  • Coordinate required quality control meetings with Government representatives, project management, field supervision, subcontractors, and specialty contractors before each phase of construction.
  • Verify that all materials, equipment, and construction products conform to approved submittals, contract requirements, and manufacturer specifications.
  • Review drawings, specifications, requests for information (RFIs), design revisions, and submittals to ensure compliance with project requirements.
  • Maintain complete project quality documentation, inspection records, testing reports, deficiency logs, and corrective action reports.
  • Prepare daily Quality Control Reports documenting inspections, testing activities, deficiencies, corrective actions, weather conditions, and work completed.
  • Schedule and coordinate required inspections, testing, and acceptance activities with Government representatives and third-party testing agencies.
  • Ensure all deficiencies are corrected and verified before work proceeds or is concealed.
  • Monitor subcontractor performance to ensure compliance with quality standards, contract requirements, and project specifications.
  • Coordinate field and laboratory testing for soils, aggregates, concrete, drainage systems, compaction, and other required quality verification testing.
  • Verify compliance with environmental permits, stormwater management requirements, erosion and sediment control measures, and applicable environmental regulations.

WHAT WE'RE LOOKING FOR
  • Bachelor's degree in Engineering, Construction Management, Architecture, or a related technical discipline preferred.
  • Minimum five (5) years of Quality Control Management experience on federal, Department of Defense, military, or heavy civil construction projects.
  • Experience administering Contractor Quality Control programs for DoD or other federal agencies.
  • Experience with civil construction, site development, drainage improvements, stormwater infrastructure, environmental remediation, or military installation projects.
  • Strong understanding of heavy civil construction methods, grading, drainage systems, excavation, and site development.
  • Working knowledge of explosive safety considerations and quality documentation requirements associated with explosive hazard mitigation activities.
  • Familiarity with federal environmental regulations, stormwater management, erosion and sediment control practices, and environmental compliance.
  • Ability to interpret engineering drawings, technical specifications, testing procedures, and contract documents.
  • Strong organizational, documentation, and recordkeeping skills.
  • Excellent written and verbal communication skills.
  • Strong analytical, problem-solving, and decision-making skills.
  • Proficiency with Microsoft Office and electronic quality management/document control systems.
