Job description

Program Overview
JCCA is seeking a strategic, detail-oriented, and experienced Purchasing Director to lead our procurement operations and help drive operational excellence across the organization. This is an exciting opportunity for a collaborative leader who thrives in a fast-paced environment and is passionate about building efficient systems, strong vendor partnerships, and effective purchasing strategies that support mission-driven work.
As the Purchasing Director, you will oversee the Purchasing Department and supervise the Purchasing Coordinator while managing the full procurement lifecycle-from sourcing and contract management to vendor compliance and ERP administration.
Summary of Responsibilities
Strategic Procurement & Operations
  • Partner with agency leadership to identify equipment, supply, and material needs across departments
  • Develop strategic purchasing solutions and identify acceptable alternatives when needed
  • Prepare and process purchase orders and requisitions efficiently and accurately
  • Coordinate the removal and disposal of surplus materials and equipment
ERP & Systems Management
  • Maintain and optimize purchasing and ERP systems to support efficient procurement operations
  • Ensure accurate vendor records, purchasing data, and workflow processes
  • Utilize ERP tools to improve reporting, tracking, and operational efficiency
  • NetSuite experience is highly preferred
Contracting & Vendor Management
  • Evaluate and approve bid specifications and award recommendations
  • Draft and implement purchasing policies, procedures, and contract management standards
  • Lead vendor onboarding and ensure vendors are properly vetted and documented
  • Conduct sanction screening against state and federal databases to ensure compliance
  • Monitor vendor performance and compliance with contract terms and agency standards
  • Serve as the agency representative during vendor and supplier negotiations
  • Resolve vendor and contractor concerns professionally and effectively
Leadership & Financial Oversight
  • Supervise and support the Purchasing Coordinator through coaching, performance management, and development
  • Manage departmental priorities and workflows to meet organizational deadlines
  • Administer the department budget and support fiscal responsibility initiatives
Qualifications
  • Bachelor's degree in Business, Supply Chain, Finance, or a related field required
  • Minimum of 5 years of professional purchasing or procurement experience
  • Proven experience working within an ERP environment required
  • NetSuite experience strongly preferred
  • Strong proficiency with Microsoft Office Suite
