Primary Accountability
Directs the Health Center/Dental OPS Managers and daily operations of the health centers, to include front and back office, dispensary, dental, health education, transportation, and housekeeping. Works closely with the leadership team and all appropriate departments to support efficient health center operations.
Description of Primary Responsibilities
  1. Provides overall management and direction to departmental/division staff.
    1. Responsible for performance management of departmental employees, including all managers, supervisors, and employees in the department, including recognition, performance evaluations, formal coaching and counseling, and making decisions or recommendations regarding necessary disciplinary actions.
    2. Responsible for recommending hiring or firing, and the advancement and promotion of managers, supervisors, and employees in the department, or any other change status of manager, supervisors, and employees in the department employees.
    3. Demonstrates core leadership behaviors and team one approach.
    4. Demonstrates a high level of emotional intelligence.
    5. Creates a culture of accountability and excellence.
    6. Drives execution and innovation.
    7. Ensures division alignment with organizational culture and strategic vision.
    8. Ensures development of and successful execution of an action plan across assigned employee base to support the strategic direction of the organization and obtainment of operational goals for assigned departments/division, effectively leading change when necessary.
    9. Empowers staff through effective communication and talent development.
    10. Ensures team members of all assigned areas of responsibility are fully functional and performing at a world class level.
    11. Ensures development of department/division managers and supervisors receive instruction/training that is in compliance with training plan, including on the job training to develop department employees. Works with manager and/or supervisor to ensure necessary remediation is taken with department/division employees assigned.
    12. Assists with the development of assigned departmental/division budget(s) and monitors budget to ensure expenses do not exceed budget.
    13. Ensures regulatory compliance for assigned departments/divisions, and compliance with all workflows, policies, and procedures.
    14. Recommends workflow, policy, and procedure changes based on observations from performance metrics, outcomes, and feedback from assigned leadership team members.
    15. Ensures the department maintains compliance with all employee-related reporting and tracking.
  2. Responsible for managing and providing direction to the Health Center Managers, mobile health center, and clinical support functions as outlined above.
  3. Functions as the Vaccine for Children (VFC) liaison and the Vaccine Coordinator.
    1. Responsible for ensuring appropriate ordering and inventory of vaccines.
  4. Responsible for ensuring all clinical support operational processes, policies, and procedures are appropriate, regularly updated, and implemented in a timely manner.
    1. Evaluates and improves all clinical/operational workflows, including those related to the front desk, dispensary, clinical support functions, including screenings and test tracking.
    2. Responsible for clinical workflows related to pap tracking and mammography tracking.
    3. Responsible for operational workflows related imaging services, occupational health, and specialty care services.
  5. Responsible for managing the functioning of the Operations Department in line with strategic and operational goals.
    1. Ensures the development, implementation, and cost-effective operations of clinical support services.
    2. Establishes effective patient processing and flow.
    3. Ensures operational workflows support a Patient Centered Health Home environment focused on patient experience and organizational strategic objectives, including daily huddles, patient satisfaction, and wait times.
    4. Monitors the organizational dashboard to track progress and ensures consistent follow-up on outliers.
    5. Develops and implements action plans towards improvement.
    6. Maintains close coordination with departments to ensure collaboration and continuity of services. This includes working closely with external agencies and partners to ensure a collaborative relationship.
  6. Responsible for functioning as a liaison with imaging services contractors, including screening mammography.
  7. Responsible for managing lab services. Serves as a liaison with external lab vendors.
  8. If overseeing health education, responsible for managing health education functions to ensure program goals and performance measures are met.
  9. If overseeing dental operations, responsible for managing and providing direction to the Dental OPS Managers and overall dental functions as outlined in #4 and #5 above.
  10. Designs and implements departmental quality controls to ensure policies, procedures, and systems are met and appropriate.
    1. Conducts random audits and analyzes data to monitor performance. Takes appropriate follow-up action.
    2. Sets benchmarks to measure the effectiveness of operational policies and procedures.
    3. Assures ongoing monitoring, including updating work plans, and ensuring resources are in place to accommodate current needs.
  11. Participates in relevant internal and external organizational audits and surveys impacting the operations department to ensure successful outcomes.
    1. Conducts random audits of the health centers to ensure readiness at all times.
    2. Implements necessary adjustments to ensure compliance.
    3. Stays abreast of industry standards and maintains knowledge of regulatory requirements, including Joint Commission, HRSA, Title 22, etc. Ensures policies and procedures are adjusted based on updated or new requirements.
  12. Participates as a member of the Network's leadership team.
  13. Responsible for adhering to the Attendance and Absenteeism Policy, recognizing that regular attendance is considered an essential function of all FHCN positions. Absenteeism is not being at work or failing to attend a paid workshop, training, or event unless the absence is protected by law.
  14. Ability to present to and work at any FHCN location, both at the beginning of a shift or during a shift, based on business need.
  15. Performs other duties as assigned.

Description of Primary Attributes
Professional & Technical Knowledge:
Effective June 1, 2026, all individuals hired into the role must:
  1. Possesses specific advanced knowledge and skills, including written and verbal communication skills, computational, computer, and technical skills, and mathematical knowledge, frequently acquired through one of the following:
    1. Completion of a Bachelor's or Master's degree program with a recognized major with a minimum cumulative GPA of 2.5; or comparable experience.
    2. If an individual has completed a degree at a higher level than required for the role and had a stronger GPA in that program, they may provide proof of GPA from that degree in lieu of the Bachelor's Degree or Master's Degree.
  2. Six years of leadership experience or seven years of progressively greater responsibility or significant contributions to projects and initiatives that demonstrate leadership skills.
  3. Job duties require an understanding of the trade/profession at a level that allows the employee to select methods for others to use (from those already in existence in the profession).
  4. Have a minimum credit score of 650.

Min Salary Rate: $117,246.65
