Job description

BASIC FUNCTION:
The Director is responsible for translating the mission, strategic goals and program priorities of the organization into department operations. The Director will be responsible for providing leadership, direction and management of information systems that directly support clinical and non-clinical information system solutions. The Director manages the analysis, selection, design, implementation and support of clinical and non-clinical information systems solutions to manage and improve operations.
Incumbent will be responsible for the up-keep and maintenance of Seneca Nation Health System's entire network system. Responsible for the troubleshooting of complex system issues both independently and in a team environment. Analyze departmental requirements and recommend new or a revised system as need arises. Responsible for the management and direct supervision of the Information Technology Offices and personnel. Serve as the Security Officer for the Seneca Nation Health System (SNHS).
GENERAL RESPONSIBILITIES:
  1. Maintains the confidentiality, integrity, and availability of patients' ePHI.
  2. Coordinates installation, configures, resolves connectivity issues, and maintains organization's network including system backups and data recovery.
  3. Prepares and monitors department budget.
  4. Prepares periodic reports and updates regarding the Information Technology (IT) Department including status of the security policy.
  5. Prepares written documentation for the IT Department on application processing systems, in terms of policy, procedure, tasks, system structure, infrastructure and security.
  6. Performs all personnel management functions including supervision, training, scheduling, assignment of tasks, project coordination, and evaluation.
  7. Monitors all aspects of the SNHS' Security Policy with respect to ePHI, including access controls, annual evaluation of the Security Policy, technological advances, and participate in disciplinary actions related to the failure of the SNHS workforce members to comply with the SNHS Security Policy and/or applicable law via written recommendation to the SNHS Board of Directors. Consults with and advises Health Administration on information systems.
  8. Oversees Help Desk personnel in troubleshooting calls pertaining to networking and software problems.
  9. Develops, oversees, monitors, and maintain email system, web server, security policy, and essential databases.
  10. Performs application support functions for various departments, (requested reports, trainings).
  11. Monitors system configuration to ensure data integrity and compliance with security policy including performing periodic security risk assessments.
  12. Ensures the delivery of appropriate annual security training and orientation to all workforce members by assisting the SNHS Chief Executive Officer, Compliance Officer, or designee with the content of security training for employees.
  13. Implements, maintains and troubleshoots network and server security, including file/folder permissions and enterprise anti-virus system. Maintains user account information including rights, security and system groups.
  14. Establishes and maintains server-based storage for user data and application files.
  15. Evaluates, installs, and maintains new hardware and software. Track inventory of the SNHS IT hardware.
  16. Assures confidentiality of information according to the Privacy Act of 1974 (HIPAA).
  17. Must maintain all licensures and certifications of the position.
  18. Upholds and promotes the value and integrity of the Seneca Nation Health System's mission statement. Will promote SNHS in a positive manner.
  19. Provides care through a trauma-informed lens by incorporating key principles of both physical and psychological environment safety, trustworthiness and transparency, collaboration of decision-making during treatment plan developments, empowerment of patients by recognizing and building upon individual strengths, as well as recognizing and respecting the diversity of cultural backgrounds and sensitivity.
  20. Participates and completes all mandatory staff meetings, trainings and in-services.
  21. Follows all policies and procedures of the department, Seneca Nation, and SNHS.

KNOWLEDGE, SKILLS, & ABILITIES
  • Extensive knowledge of routers, switches, servers, and TCP/IP.
  • Knowledge of a combination of Windows Server 2016 and above, Microsoft IIS setup-administration and security, Microsoft Office Suite with strong Outlook support skills.
  • Must be able to work independently.
  • Knowledge of state and federal information security laws, federal guidelines, and industry standards (i.e. HIPAA, NIST, PCI, AICPA), including meaningful use and EHR/EMR interoperability related to information transactions and security.
  • Demonstrated verbal and written communication.
  • Demonstrated collaboration, teamwork, and problem-solving skills.
  • Strong analytical and problem-solving skills.
  • Ability to adapt to the needs of the organization and employees.

QUALIFICATIONS:
  • Bachelor's degree in Information Technology or related technology field with five years' related experience.
  • Three years information systems leadership experience as a supervisor or manager in a large hospital, academic medical center, outpatient health care setting, or Indian Health Service (IHS)/tribal health.
  • MCSE/CCNA certifications preferred.
  • VMware vCenter experience preferred.
  • A valid driver's license is required.
