Site Outage Services Manager - Farley
JOB SUMMARY:
The Site Outage Services Manager (Mgr) will be responsible for the readiness and execution of refueling services at each site to include the implementation of associated alliance agreements. The Site Outage Services Mgr will establish and maintain governance, oversight, support and perform (GOSP) for Refueling in the Reactor Services Functional Area. This position will hard line to Corporate with dotted line alignment to Site Work Management. The Site Outage Services Mgr will have the Outage Services Project Manager, Refueling Supervisor and Refueling Technicians as reports as well as the Site DCS Supervisor and their additional 6 RF Techs. The Site Outage Services Mgr will communicate emerging issues that challenge nuclear safety and successful execution of refueling outage activities and Used Fuel Loading Outages.
JOB REQUIREMENTS:(Education, Experience, Knowledge, Skills)
  • Experience working with multiple departments required
  • Ability to facilitate meetings is required
  • Proven project implementation experience is required
  • Ability to communicate effectively with all levels in the plant and engineering organization
  • Thorough understanding of the Nuclear NSSS System and Refueling activities at an Operating Nuclear Power Plant
  • Knowledge of modern scheduling practices and software (Primavera) familiarity required
  • Current or former SRO license (or Cert) desired
  • 8 years commercial nuclear plant experience required
  • Technical background in Nuclear Power or Engineering degree preferred
  • Previous experience managing projects and supervising personnel in a commercial plant preferred

MAJOR JOB RESPONSIBILITIES:
  • Being the single point accountability for planning, execution, close-out and cycle reliability for Refueling Services
    • Serves as an experienced and knowledgeable Refueling leader and Dry Storage backup able to challenge site and corporate leaders in continuous performance improvement
    • Keeps duty team and reporting chain apprised of emerging issues in the fleet and in the industry
    • Ensures that the highest standards and behaviors are being utilized
    • Manage Outage Milestones and engage in outage planning for major scope determination
    • Lead Refueling High Impact Teams (HIT Teams) when applicable
    • Lead fleet challenge calls / Issue Response Teams (IRT) to resolve Refueling and Dry Storage nuclear safety issues
    • Ensures gap closure identified by the following: condition reports, NRSB reports, Focused Area Self Assessments (FASA) reports, Nuclear Oversight reports, Industry operating Experience, Fleet Event Alerts and NRC inspection reports
    • Coordinate with the Site and vendors for outage work deliverables, scope, and team objectives
    • Responsible for the pursuit of cost reductions and maximizing value
    • Manage Equipment Reliability for functional area equipment and tooling. Leverage cross-functional organization
  • Manages resource needs in response to site operational needs
    • Serves as an experienced leader with knowledge of company and industry experts available to resolve issues at the sites
    • Leverage fleet peers and organizational resources to assist in issue resolution
    • Provides technical challenge of nuclear safety and operational needs
    • Financial accountability and oversight for contracts in responsible functional area
  • Communication to key stakeholders in the corporation
    • Effectively communicate technical, financial, and work progress status to all levels of corporate and site management
    • Provide primary communication with client site management and alliance organizations
    • Responsible for program communications and required negotiations with internal and external organizations
    • Monitoring of outage performance
  • Reactor Services - Refueling functional area governance and oversight (GOSP)
    • Ensure standardization of processes is based on industry best practices obtained through benchmarking.
    • Conducts program self-assessments, observations, and evaluates plant activities
    • Influences and facilitates positive outcomes with the relative stakeholder peer teams (Operations, Maintenance, Work Management), as well as other internal and external working groups.
    • Serves as subject matter expert, mentoring for knowledge transfer, formulating and facilitating the development of standards and procedures for functional practices for the SNC fleet.
    • Participates in industry wide groups such as PWROG-Refueling, EPRI, NEI, alliance owners groups
    • Works with strategic alliance partners and other vendors to leverage efforts to improve equipment reliability and work effectiveness
    • Maintain and execute Refueling Life Cycle Plan
    • Serve as a backup to Dry Cask Storage PM during UFLO windows
  • Support site improvement issue assignments
    • Participate in sister site assessments
    • Manage IRT assignments for applicable functional area issues
    • Review significant casual analysis
    • Review relative operational experience and take appropriate action to minimize impact to SNC
    • Support / Participate in Site ERO
  • Some travel is required
    • Support oversight and project execution of fleet outages
