Role Overview

The HIM Director Consultant provides expert, hands‑on and advisory support to Health Information Management departments in release of information (ROI), scanning/indexing, chart analysis, and clinical data abstraction. This role focuses on improving compliance, turnaround times, quality, and productivity in traditional HIM workflows while supporting the transition to fully optimized electronic records and aligned revenue integrity.

Position Summary

The HIM Consultant partners with client HIM leaders to assess current processes for ROI, scanning/indexing, chart completion/analysis, and abstraction, then designs and implements improved workflows, controls, and performance metrics. They combine day‑to‑day operational support (working queues, coaching staff) with consulting deliverables (assessments, recommendations, SOPs, and training) to ensure sustainable, compliant improvement.

Core Responsibilities Release of Information (ROI)
  • Perform and oversee ROI processing, including intake, validation of requestor authority, record selection, and disclosure in line with HIPAA, state, and organizational policies.
  • Evaluate ROI workflows (paper and electronic), identifying bottlenecks and compliance risks; recommend improvements in staffing, tools, routing, and monitoring.
  • Implement or refine ROI policies, templates, and audit checks to ensure accurate, timely, and secure release of PHI.
Scanning, Indexing, and Document Management
  • Assess current document imaging processes (scanning, indexing, quality review) across inpatient and outpatient records to identify gaps, rework, and waste.
  • Design and implement improved workflows, standards, and controls for document capture, image quality, and correct record placement/indexing in the EHR.
  • Monitor imaging‑related KPIs (error rates, backlogs, turnaround time) and coach client HIM staff to achieve targeted performance levels.
Chart Analysis, Completion, and Compliance
  • Conduct chart analysis and deficiency review to ensure complete and accurate documentation supporting patient care, billing, and legal requirements.
  • Partner with HIM and medical staff leadership to strengthen physician completion processes (deficiency notification, escalation pathways, and suspension rules).
  • Develop and refine reporting on chart completion, delinquency, and compliance trends and translate findings into actionable recommendations for leaders.
Clinical Data Abstraction
  • Perform or oversee abstraction of clinical data elements into registries, quality reporting tools, or downstream systems, following client‑specific abstraction guidelines.
  • Review existing abstraction processes and tools to reduce manual effort, improve accuracy, and align with evolving regulatory and quality reporting requirements.
  • Partner with quality, informatics, and revenue cycle stakeholders to ensure abstracted data supports both clinical quality programs and appropriate reimbursement.
Consulting, Advisory, and Change Support
  • Conduct rapid assessments of HIM operations (ROI, scanning, analysis, abstraction), including process mapping, data review, and stakeholder interviews.
  • Develop clear, executive‑ready findings and recommendations, including future‑state workflows, role definitions, and technology enablement opportunities.
  • Support implementation through training, coaching, and change management, ensuring new practices are adopted and sustained in frontline HIM teams.
Required Qualifications
  • Associate's or bachelor's degree in Health Information Management, Health Informatics, or related field; RHIT or RHIA strongly required.
  • 3+ years of progressive HIM experience in ROI, document imaging, chart analysis, or abstraction, preferably in multi‑facility or complex health systems.
  • Demonstrated knowledge of HIPAA, state release of information laws, medical record standards, and accreditation requirements (e.g., Joint Commission).
  • Experience participating in or leading HIM improvement projects (workflow redesign, system implementation, or policy updates).
Skills and Competencies

    • Proficiency with EHR/HIM systems and ROI/imaging tools (Epic HIM/ROI or similar).
    • Strong understanding of HIM operations, data quality, and information governance principles.
