Job description

  • Manage regulatory and market risk by protecting and enhancing the value of Scout’s operating assets across the SPP and ERCOT footprints
  • Advocate for Scout’s interests in stakeholder processes and related proceedings
  • Support targeted state and local government affairs efforts
  • Monitor, analyze, and track market and regulatory developments in ERCOT and SPP
  • Identify strategically important issues and translate implications into internal recommendations and action plans
  • Build and manage relationships with stakeholders, ISO/RTO staff, regulators, policymakers, trade associations, and market participants
  • Represent Scout in external forums and discussions
  • Participate in ERCOT and SPP stakeholder processes and help develop company positions and comments
  • Partner with legal, engineering, interconnection, development, and asset management teams
  • Draft internal briefings, position materials, and decision memos
  • Communicate risks, progress, and recommended actions to senior leadership
  • Maintain stakeholder maps, engagement logs, policy calendars, and trackers
  • Mentor and support junior team members
  • Coordinate with internal and external subject matter experts to advance Scout’s market and policy strategy
Requirements
  • Bachelor’s degree from an accredited college program in public policy, business, economics, engineering, law, communications, or another related discipline
  • 4+ years of relevant renewable energy work experience, including market and regulatory engagement and/or government affairs
  • Working knowledge of ERCOT and/or SPP markets and stakeholder processes
  • Ability to interpret market rules and requirements and evaluate impacts on operating generation assets
  • Understanding of markets and transmission policy, including transmission planning, interconnection, congestion/curtailment, market design, and performance requirements
  • Ability to articulate business ramifications of technical modifications, rule changes, and compliance obligations
  • Demonstrated research and synthesis skills, including producing concise briefings, memos, and recommended actions
  • Ability to build consensus and coalitions with stakeholders, industry groups, and contracted lobbyists
  • Ability to self-organize, multitask, navigate conflicting priorities, set clear targets, and follow through in a fast-paced environment
  • Willingness and availability to travel up to 25% of the time
  • Advanced degree preferred
