Introduction **THIS POSITION IS OPEN TO CURRENT CITY OF MILWAUKEE EMPLOYEES ONLY** Purpose The Building Code Enforcement Manager-Commercial directs the daily operations of the Commercial Code Enforcement Division, including inspections, complaint response, enforcement action, and compliance. Essential Functions CODE ENFORCEMENT ADMINISTRATION Establish and maintain inspection and enforcement policies, procedures, and work standards. Establish programmatic goals, objectives, and performance measures for the division to ensure consistent and equitable application of municipal codes.
Determine and request resources through the annual budget process; control resources appropriately. Evaluate enforcement and compliance data, prepare statistical reports, and recommend operational improvements and enforcement priorities. Prepare written and statistical reports on programmatic accomplishments.
STRATEGIC PLANNING/MANAGEMENT Coordinate supervision of staff and delegation of responsibilities related to investigation, enforcement, licensing, and permitting activities performed by commercial building inspectors, environmental risk officers, and support staff. Develop and maintain staff development plans, conduct performance reviews, address gaps and deficiencies, implement performance improvement plans, and disciplinary measures as required. Coordinate DNS representation at Circuit Court, Municipal Court, and other City regulatory boards and commissions; serve as the Commissioner's representative at various appeal hearings.

Conditions of Employment The Building Codes Enforcement Manager must be willing and able to do the following: Comply with the department dress code. Wear a respirator and other personal protective equipment (PPE).
Climb ladders, stoop, and bend. Move and lift up to 50 pounds on occasion; up to 20 pounds frequently. Work outdoors in all weather conditions.
File a statement of economic interests in accordance with the Milwaukee Code of Ordinances Chapter 303-Code of Ethics. Minimum Requirements 1. Regular status as a City of Milwaukee employee, having successfully completed a probationary period for a civil service position, or status as a City of Milwaukee employee in a fixed-term position.
2. Bachelor's degree in engineering, construction management, architecture or a closely related field from an accredited college or university. 3.
Four years of experience in construction, environmental code enforcement or commercial fire code enforcement, including one year of experience as a team or project leader. 4. Valid Driver's License at the time of appointment and throughout employment.
Private Auto Allowance may be paid pursuant to Section 350-183 of the Milwaukee Code. 5. Certification as a commercial building code inspector through the state of Wisconsin at the time of appointment and throughout employment.
6. Certification as a Fire Inspector II through the International Code Council (ICC) or above at the time of appointment and throughout employment. 7.
Certification as a State of Wisconsin Asbestos Supervisor within one year of appointment and throughout employment. 8. Certification as a Fire Plans Examiner (F3) through the ICC within one year of appointment and throughout employment.
Equivalent combinations of education and experience may also be considered; however, one year of experience as a team or project leader is required and cannot be substituted. Desirable Qualifications Possession of the following certifications: Wisconsin UDC-Plumbing Inspector Wisconsin UDC-Electrical Inspector Department of Agriculture, Trade and Consumer Protection (DATCP) Wisconsin Rabies Observer Wisconsin Department of Agriculture, Trade and Consumer Protection Commercial Pesticide Applicator - Structural 7.1 DATCP-approved Certified Pool Operator Wisconsin Department of Health Services Asbestos Supervisor Wisconsin DSPS Registered Sanitarian Knowledge, Skills, Abilities & Other Characteristics TECHNICAL Knowledge of and ability to understand and apply City of Milwaukee, State of Wisconsin, and federal codes, ordinances, and laws governing hazardous materials, fire safety, life safety systems, state and city licensure, building maintenance, construction, and other codes enforced by the division. Knowledge of the relationship and functions between different units of municipal government. Ability to independently supervise the operations of a large division with multi-faceted, complex challenges
Ability to evaluate and improve operations and create new programs and procedures. Ability to create and analyze data and to create and maintain accurate records and reports. Ability to use computers, including building management systems, as well as word processing, spreadsheet, and productivity programs.
Ability to read and understand job-related documents, policies, and procedures. COMMUNICATION AND INTERPERSONAL Ability to provide excellent customer service to business and property owners, policy makers, and the public. Ability to create and maintain positive working relationships with the public and other department inspectional, administrative and management employees.
Written communication skills to prepare clear correspondence, policies, and reports. Presentation skills to effectively lead construction planning and other meetings. SUPERVISION Ability to set goals and enforce standards for subordinate management employees.
Ability to assign and direct work, outline methods, assess performance, provide training and coaching, recommend corrective action, and make hiring decisions. Ability to supervise, train, and motivate a technical workforce. Ability to foster an environment of inclusion wherein all employees are treated respectfully, are valued for their strengths, and feel that they can safely express themselves.
CRITICAL THINKING AND PROFESSIONALISM Planning, analytical, and decision-making skills to establish priorities and ensure effective utilization of personnel and resources. Organizational skills to effectively manage and complete complex projects. Ability to think independently and work with minimal supervision.
Ability to maintain professional composure and objectivity in dealing with customers, business owners, policymakers, and the public. Ability to maintain confidentiality, to serve with professionalism, honesty, and integrity, and to exercise responsible stewardship of City resources. Current Salary The current salary range (1MX) is $116,493-$149,086 annually, and the resident incentive salary range for City of Milwaukee residents is $121,153-$155,050 annually.
Appointment will be made in accordance with the provisions of the City of Milwaukee Salary Ordinance. Selection Process THE SELECTION PROCESS will be job-related and will consist of one or more of the following: an evaluation of related education, experience, and accomplishments, an evaluation of written communication, interviews, and/or other assessment methods. The Department of Employee Relations and the Department of Neighborhood Services reserve the right to call only the most qualified candidates to proceed in the selection process.
Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position. INITIAL FILING DATE - The selection process will be held as soon as practical after the deadline listed above.
