Job Duties
Chief Objective:
The Director of Application Development & Data Services is responsible for the design, delivery, operation, and lifecycle management of the agency's application portfolio, data platforms, and analytics capabilities. This role ensures applications and data services are reliable, secure, well-governed, and aligned with business needs.
This role is a working manager position that combines people leadership, operational accountability, and hands-on involvement in complex applications, integration, and data issues. The Director provides technical leadership while owning application delivery, data architecture, analytics, and ongoing support of enterprise systems. This role emphasizes functional ownership, prioritization, and coordination of application and data services, leveraging internal teams, vendors, and platform capabilities rather than serving as the sole execution point for all delivery.
Work Tasks and Duties:
Application Portfolio & Lifecycle Management
• Own the agency's application portfolio, including custom applications, SaaS platforms, and integrated systems.
• Ensure applications are reliable, supported, and aligned with business and regulatory requirements.
• Manage application lifecycles, including enhancement, modernization, replacement, and retirement.
• Identify and remediate application technical debt and operational risks.
Application Development & Integration
• Provide hands-on technical leadership for application design, development, and integration.
• Oversee requirements analysis, solution design, and implementation of application solutions.
• Ensure appropriate development standards, documentation, and quality controls are applied.
• Partner with Infrastructure & Operations to ensure applications are operationally ready and resilient.
Data Architecture, BI, and Analytics
• Lead data architecture, database administration, and analytics capabilities.
• Ensure data integrity, availability, and appropriate governance of enterprise data assets.
• Oversee development and maintenance of dashboards, reports, and analytics solutions that support agency decision-making.
• Promote effective data usage while ensuring compliance with privacy and security requirements.
Security, Risk, and Compliance Coordination
• Ensure applications and data services align with security standards and NIST requirements.
• Coordinate with security and compliance stakeholders on assessments, remediation, and documentation.
• Ensure appropriate access controls, data protections, and auditability are in place.
Operational Leadership & Staff Management
• Directly supervise the Solutions Architect (Developer) and the Enterprise Data & BI Architect (DBA).
• Set priorities, assign work, and provide technical guidance and mentorship.
• Participate in recruitment, onboarding, performance management, and professional development of application and data staff.
Collaboration and Communication
• Work closely with the CIO, Project Manager, Director of Infrastructure & Operations, and Director of End User Services & Training to ensure coordinated delivery of IT services.
• Support project delivery by providing application and data planning, design, and implementation input.
• Communicate application and data service status, risks, and improvement opportunities to IT leadership and stakeholders.
• This role does not own identity infrastructure, platform-level security controls, or day-to-day end-user support, which remain with Infrastructure & Operations and End User Services & Training.
• Performs other related duties as required.
Minimum Qualifications
Required Knowledge, Skills, and Abilities:
• Experience leading application development and data services teams.
• Strong understanding of application architecture, integration patterns, and data platforms.
• Experience with databases, reporting, and analytics solutions.
• Ability to lead staff while remaining hands-on for complex technical issues.
• Understanding of application security, data protection, and compliance requirements.
• Strong analytical, problem-solving, and communication skills.
• Ability to collaborate effectively across technical and non-technical teams.
Additional Considerations
Relevant application development, database, cloud, or data analytics certifications, or equivalent experience.
