Job Description
Tidewater Community College has served South Hampton Roads - both students and employers - for 50 years. It has grown from 1 campus into a regional educational and economic force. TCC is the largest provider of higher education and workforce services in Hampton Roads, enrolling nearly 25,000 students in 2024-25. Founded in 1968 as a part of the Virginia Community College System, Tidewater Community College (TCC) services South Hampton Roads with 4 campuses in Chesapeake, Norfolk, Portsmouth, and Virginia Beach, 7 regional centers and 2 important cultural institutions. The college had 3,399 graduates in 2024-2025, 40 percent of whom pursued degrees that would let them transfer to 4-year institutions. Of South Hampton Roads residents enrolled in higher education 33% enrolled at TCC. TCC's institutional accreditation is affirmed through 2027 by the Southern Association of Colleges and Schools Commission on Colleges.
This position will coordinate all activities of the unit responsible for the development, maintenance, operation, and life cycle support of multiple, complex information systems supporting the administrative functions of a large, multi-campus community college. Tasks include directing and assisting staff in the analysis, design, development, implementation, and support of complex information systems projects. Incumbent works independently and measures employees' results and initiates personnel actions. Incumbent serves as the Information Security Officer with responsibilities for the development, implementation, and maintenance of the college's information technology security program.
Special Assignments
May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
KSA's/Required Qualifications
• Extensive knowledge of functional analysis, application design and programming techniques.
• Extensive knowledge of high-level programming languages, development tools, and databases.
• Extensive knowledge of business processes and administrative functions in a large educational environment.
• Knowledge of the Commonwealth of Virginia (COV) and Virginia Community College System (VCCS) Information Technology Security Standards and Guidelines.
• Advanced knowledge of desktop computers, operating systems, and applications including Microsoft Office, etc.
• Ability to analyze complex business processes, to interpret user needs, and to evaluate alternative solutions.
• Ability to coordinate all activities of multiple, complex projects to meet project deadlines and resource constraints.
• Ability to provide advanced technical leadership and training in project management and application development to subordinate staff and other college personnel.
• Ability to supervise the development of policies, procedures, and written documentation for complex information systems.
• Ability to supervise and prioritize work assignments for a diverse programming and computer operations staff and coordinate their efforts with those of other college personnel.
• Ability to understand program coding and logically apply it.
• Ability to code complex SQL applications.
• Ability to develop complex computer applications to meet functional requirements of business processes.
• Ability to troubleshoot and debug complex programs quickly.
• Knowledge of AI and prompt coding.
• Ability to communicate effectively at a technical and end-user level both orally and in writing.
• Ability to work independently or as a member of a team without direct supervision.
• Frequent contact with upper management and employees to provide guidance, information, and to facilitate the resolution of issues.
• May provide leadership or supervision to other staff.
• Formal training in high level programming languages, development tools, and databases.
• Extensive experience in the development, operation and support of computer systems.
• Extensive experience in analysis, design, and management of complex programming projects.
• Advanced experience supervising and evaluating application development and computer operations staff.
• Substantial experience with relational database management systems such as ORACLE.
