Job Summary

Oversee cost-effective life-cycle management (strategic sourcing, contracting and supplier relationship management) of highly complex and critical or strategic commercial categories or groups of categories and associated subcontracting where applicable. Manage key commercial relationships; develop and implement subcontracting types and strategies; seek out qualified supplier firms, performing subcontractor qualifications; negotiations, award and administration of engineering or construction contracts within the appropriate ERP and related systems. Train and provide guidance to junior level team members to foster an environment of continuous growth and learning.

Essential Functions
  • Provide strategic sourcing for Amtrak business units, including leading strategic sourcing initiatives, spend analytics, market analysis, demand analysis, solicitation, negotiating contracts, and management of the resulting follow on commercial activity and relationships.
  • Serve as a vital interface to business units and management as a recognized Subject Matter Expert (SME) with stakeholders of all levels for assigned commercial category on a regular basis and maintain the appropriate service levels such as sourcing project cycle time and as a recognized source of expertise for the sourcing function.
  • Execute strategic sourcing projects and manage category life-cycle using the Amtrak Sourcing Management Process, including advanced level sourcing tools and team building skills, and applicable ERP and other systems to obtain the best commercial solutions for Amtrak in view of total Cost of Ownership and the applicable regulatory, grant and other flow down requirements.
  • Conduct pre-award activities and post award administration, including chairing pre-bid and category kickoff meetings, risk analysis, negotiating terms and conditions, payment terms, liquidated damages and incentive fees.
  • Perform post-award cost analysis, evaluations, and change and claim management.
  • Negotiate commitments with suppliers and complex contracts involving variable costs structures and non-standard Terms and Conditions; interact with customers both internal and external to provide a high level of collaboration; and assist business units in finalizing Statements of Work from a commercial perspective. Prepare and administer Purchase Orders and contracts that are financially and legally sound to ensure enforcement of contractual requirements and Amtrak's policies and procedures in concert with Federal Procurement Regulations and/or the Uniform Commercial Code, whichever is applicable.
Minimum Qualifications
  • Bachelor's Degree or equivalent combination of education, training and/or relevant experience. 
  • Plus 7 years of relevant work experience.
Preferred Qualifications

  • Plus 9 years of relevant work experience.
Knowledge, Skills, and Abilities
  • High level of expertise in end-to-end strategic sourcing
  • Ability to working cross-functionally with senior level management in supply chain and inventory management on procurement program problem resolution with an ability to influence results
  • Expertise with procure-to-pay processes, strategic sourcing management processes, types of procurement contracts, commodity pricing, quality standards, sources of supply (including diversity suppliers), statements of work, negotiation techniques, value analysis and other cost savings methods
  • Skilled to analyze and execute strategic options and their direct potentials and indirect impact on the organization
  • Results-oriented and metrics driven
  • Knowledge of an ERP system and Procure-to-Pay processes
  • Excellent written and verbal communication skills to prepare, negotiate and review contracts, bids, proposals and vendor agreements for legal terms/conditions and acceptability of items to specifications
  • Ability to identify risks in contractual terms, perform risk analysis, evaluate all levers that can be utilized in negotiation, and present recommendations with pros and cons for the consideration of management and the Law Department
  • Flexibility to work in a fast-paced environment with frequently changing priorities and high volume of RFx activities
  • Ability to lead cross-functional tasks or project, develop and/or provide training, and mentor Sourcing Specialists and Buyers

The salary/hourly range is $113,200.00 - $146,664.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
