Job description

The Human Resources Division, Personnel Services Office (PSO), intends to fill one (1) Management Analyst (MA) position. The work location will be in the John Ferraro Building. Working hours are flexible (e.g., 9/80), but subject to change to meet business needs.
The duties and responsibilities of these positions may include, but are not limited to:
  • Administration of Department-wide activities related to the Annual Personnel Resolution (APR) and position management function, including, but not limited to, position movement, creation, and position restriction updates, preparing and processing Board Reports for various APR related matters, such as amendments, functional transfers, and classification issues, and creating and distributing reports related to APR, labor cost control, position management, and occupancy tracking.
  • Preparing budget estimates, reviewing, and tracking budget reports, cost accounting activities, and analyzing cost expenditures. Preparing reports, graphs, charts, and making recommendations related to budget matters.
Performing Contract Administrator duties, including, but not limited to, preparing legal agreements, specifications, Requests for Proposals, personal services agreements, Invitation for Bids,
  • requests for materials, and requisition and purchase orders using eRSP.
  • Serving as a subject matter expert for personnel-related matters and providing complex information and support regarding Department practices and procedures to LADWP staff, Information Technology Services (ITS), and other staff for the support and improvement of Workday.
  • Assisting with the testing of Workday modifications.
  • Assisting with the review and update of various documents and procedures related to PSO operations including, but not limited to, on-boarding, processing of personnel transactions, and position management.
  • Assisting with the review and update of portions of the Administrative Manual, training, and Workday job aids, frequently asked questions guides, and job aids related to PSO operations and position management.
  • Updating the PSO section of the MyDWP Intranet site, as well as contact directories provided to Department personnel.
  • Provides guidance to Division personnel at all levels relating to the entire spectrum of personnel issues, especially position management.
  • Interpreting personnel rules, policies, procedures, and authoritative documents as they pertain to employment practices and the processing of personnel transactions and position management.
  • Preparing routine, ad hoc and special reports.
  • Recommending possible solutions to achieve desired results. and implementing appropriate courses of action.
  • Serving as a liaison with the Personnel Department and the Department of Justice on criminal background check and fingerprint matters.
  • Assisting with administrative support for department-wide, short- and long-term projects, including, but not limited to the Utility Worker Program.
  • Performs other related duties and assists with special assignments, as necessary.

The evaluation of candidates for the MA position will be based on relevant education, training, and experience using an oral interview, performance exercise, and/or background review. Consideration will be given to attendance records. The knowledge, abilities, and skills which may be evaluated include:
  • Knowledge of City and LADWP employment and EEO policies, practices, and procedures.
  • Knowledge of and the ability to interpret personnel rules, policies, procedures, and authoritative documents, such as the City Charter, Civil Service Rules, Administrative Manuals, and Memoranda of Understanding (MOUs).
Knowledge of and ability to apply customer service principles and techniques, i.e., experience in improving work processes to increase customer satisfaction.
  • Ability to communicate clearly, concisely, and effectively in writing and orally. Ability to work independently and with initiative to achieve results either individually, as a team member, or through the efforts of others.
  • Ability to plan and efficiently manage multiple assignments by means of establishing priorities and organizing work to ensure due dates are met.
  • Ability to analyze administrative and operational problems and situations, research and draw conclusions from gathered data, prepare alternative solutions/actions, and implement action plans to achieve desired results.
  • Ability to use a personal computer and applicable software including Workday, spreadsheet/database programs, and other cloud-based applications.
  • Ability to analyze and manage large datasets using tools such as Microsoft Excel to develop clear narratives.
