Job description

Lawrence Berkeley National Laboratory is hiring a Procurement Lead for the Advanced Light Source Upgrade Project within the Office of the Chief Financial Officer. This position will drive the acquisition portfolio for the $590M Advanced Light Source Upgrade (ALS-U) project, which is a Department of Energy major project. Reporting to the Procurement Construction Manager, the Procurement Leader will oversee the entire acquisition lifecycle-from planning and sourcing to negotiation and post-award vendor management-to support this major Department of Energy initiative. This includes working on complex issues of diverse scope that require an evaluation of a variety of factors such as mitigating risks, aligning complex project schedules, and ensuring strict compliance with Laboratory and sponsor requirements.

In this role, the incumbent will receive assignments in the form of objectives aligned with the ALS-U project scope and determine how to use resources to meet schedules and goals. The incumbent will oversee the ALS-U procurement portfolio by managing a team of buyers, executing high-value, complex transactions, and partnering with Engineering, Finance, and Project Controls to design predictable acquisition workflows. Additionally, the incumbent will optimize procurement tools and reporting while overseeing vendor management to proactively resolve contract performance issues and strengthen supplier relationships for overall project success.

You will:

  • Manage a $250M+ acquisition portfolio (400+ transactions) while personally executing the project's most complex, high-value subcontracts from solicitation to award.
  • Partner with Control Account Managers (CAMs) and technical leads to forecast acquisition needs, align procurement timelines with the project baseline, and represent procurement in major project reviews.
  • Oversee the integrated procurement plan for ALS-U.
    • Align sourcing and award timings to the project baseline and change-control decisions; maintain clear priorities and sequencing.ย 
    • Lead the project's vendor management strategy by fostering strong supplier relationships & negotiations, monitor vendor performance, proactively identify & resolve contract execution issues, and partnering with the project team to mitigate risks and keep procurements on scheduleย 
  • Provide leadership and coordination between Procurement and the project under a unified strategy; support regular procurement standups and supplier reviews; drive timely issue escalation and resolution.
  • Own the integrated procurement plan for ALSU; align sourcing and award timings to the project baseline and changecontrol decisions; maintain clear priorities and sequencing.ย 
  • Design, document, and govern streamlined acquisition processes and standard templates; provide training to project teams to reduce cycle times while maintaining strict compliance
  • Maintain audit-ready acquisition files and update procurement databases to deliver regular reporting on schedule, cost, and forecasting.
  • Supervise, mentor, and evaluate a team of direct reports, reviewing their work to ensure alignment with Laboratory procurement standards including overseeing performance evaluation, salary, development and disciplinary actions of direct reports.ย 
  • Provide training to the project on program and project support processes to ensure compliance andย  efficiency.

We are looking for:

  • BA/BS degree in Business Administration or related field,ย  or equivalent experience, and a minimum of 5 years of related work experience.
  • Experience working with Federal Acquisition Regulations (FAR) and DOE Acquisition Regulations (DEAR).ย 
  • Experience in the Procurement function including formulating an acquisition strategy; conducting price/cost analysis; and negotiating, authorizing, administering, and terminating contracts.
  • Experience managing all levels of request for information and request for proposal processes up to multiple-million dollars, highly technical, and very complex products and services.
  • Team Leadership: Ability to supervise, lead, and mentor a team of 2-3 procurement professionals and act as a cross-functional project lead.ย 
  • Project Management: Solid experience in project planning, scheduling, and program controls.ย 
  • Contracting & Compliance: Deep understanding of diverse contract types and U.S. Government/DOE acquisition regulations and procedures.ย 
  • Problem Solving & Analysis: Analytical thinker skilled at identifying problems, evaluating complex data, and implementing resourceful, practical solutions.
  • Communication & Influence: Exceptional interpersonal, negotiation, and communication skills to effectively collaborate with internal teams, external vendors, and Lab management.
  • Adaptability & Execution:
    • Highly organized and detail-oriented, with a proven track record of prioritizing competing deadlines in a fast-paced, collaborative environment.
    • Ability to make decisions to support program requirements while achieving the objectives of relevant programs and projects.ย 
  • Technical Systems: Proficiency in PeopleSoft (or similar ERPs), Google Workspace, and Microsoft Office (particularly Excel).

Work schedules are dependent on business needs. Individuals working a hybrid schedule must reside within 150 miles of Berkeley Lab.
