Job description

Job Summary
Serves as a technical leader providing full lifecycle support for legacy IRS mainframe systems within the MFRA Branch. This role is responsible for analysis, design, coding, testing, and implementation of Operations & Maintenance (O&M) activities as well as complex legislative and Filing Season changes.
Key Responsibilities 
  • Analyze, design, code, test, and implement COBOL/CICS/DB2 applications and modifications 
  • Perform iSAT testing, FIT readiness, defect resolution, and production deployments using Endevor 
  • Support Business Master File (BMF/IMF) systems, CFOL command codes, and interfacing applications 
  • Conduct performance tuning, troubleshooting, and rapid resolution of P1/P2 production incidents 
  • Develop and maintain OneSDLC/ELC artifacts (COH, PRP, SDP, SDSR, STP, etc.) 
  • Provide mentoring and knowledge transfer to IRS personnel 
  • Ensure compliance with PECP Guidelines, ServiceNow, and IRS security requirements
Minimum Qualifications 
  • Bachelor’s degree in Computer Science, Information Technology, or related field 
  • At least 8 years of hands-on experience in COBOL, CICS, and DB2 development in a mainframe environment 
  • Proven experience with legacy IRS or equivalent high-volume transactional systems 
  • Strong knowledge of JCL/AEV JCL, File Manager, IBM Debugger, Endevor, and ELM Suite (DOORS Next, ETM, Jira) 
  • Experience with Filing Season readiness, legislative changes, and production support
