Job Summary
Serves as a technical leader providing full lifecycle support for legacy IRS mainframe systems within the MFRA Branch. This role is responsible for analysis, design, coding, testing, and implementation of Operations & Maintenance (O&M) activities as well as complex legislative and Filing Season changes.
Key Responsibilities
- Analyze, design, code, test, and implement COBOL/CICS/DB2 applications and modifications
- Perform iSAT testing, FIT readiness, defect resolution, and production deployments using Endevor
- Support Business Master File (BMF/IMF) systems, CFOL command codes, and interfacing applications
- Conduct performance tuning, troubleshooting, and rapid resolution of P1/P2 production incidents
- Develop and maintain OneSDLC/ELC artifacts (COH, PRP, SDP, SDSR, STP, etc.)
- Provide mentoring and knowledge transfer to IRS personnel
- Ensure compliance with PECP Guidelines, ServiceNow, and IRS security requirements
Minimum Qualifications
- Bachelor’s degree in Computer Science, Information Technology, or related field
- At least 8 years of hands-on experience in COBOL, CICS, and DB2 development in a mainframe environment
- Proven experience with legacy IRS or equivalent high-volume transactional systems
- Strong knowledge of JCL/AEV JCL, File Manager, IBM Debugger, Endevor, and ELM Suite (DOORS Next, ETM, Jira)
- Experience with Filing Season readiness, legislative changes, and production support
