Job description

Basic Function
HF Sinclair is seeking a Mechanical Engineer responsible for managing refinery capital projects from front-end loading (FEL) through detailed design, procurement, construction, commissioning, and final turnover to operations.
Job Duties
  • Manages 7 to 10 simultaneous projects with competing priorities in various phases on a wide variety of manufacturing processes in the refinery
  • Develops project scopes in collaboration with operations, discipline engineering, and business representatives
  • Facilitates project meetings to develop and review project scope, design criteria and drawings
  • Oversees engineering execution utilizing either on-site design staff or local engineering companies
  • Responsible for coordinating technical assurance activities with company subject matter experts
  • Drives the approval by the appropriate technical authority of equipment specification and drawings
  • Develops project cost estimates and schedules for each phase and for final funding
  • Accountable for meeting project cost and schedule requirements
  • Maintains budgets and schedule forecast with assistance from project controls
  • Works with site and corporate procurement to develop/implement a procurement strategy for each project
  • Assists with development of equipment and material bid specifications, bid evaluation and selection
  • Ensures delivery of specified equipment by facilitating shop inspections and factory acceptance testing
  • Coordinates refinery personnel and contractors to assure that field activities are completed safely, on time, within budget and in accordance with the design requirements
  • Sets the expectations for construction contractors by spending time in the field
  • Assist with start-up plans and procedures, provides technical support during start-up, supports training activities and assures documentation and knowledge transfer
  • Provides appropriate files to maintenance and operations for record keeping
  • Creates or assembles all documents for project closure
  • Closes project financial accounts
  • Coordinate and or participate in the Management Of Change (MOC) Process, incident investigations, Process Hazard Analysis (PHA), and Pre-start up Safety Reviews (PSSR)
  • Review proposals of outside vendors regarding the purchase of new or modernization of existing processing equipment
  • Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion
Experience
  • In lieu of a degree, a minimum of 10 to 15 years of relevant field experience in construction supervision, project execution, or progressive construction management roles may be considered.
  • Strong understanding of engineering principles, construction methods, and safety standards is required regardless of education pathway.
Education Level
  • Bachelor's degree in Engineering, Construction Management or related technical field preferred.
Required Skills

PREFERRED EXPERIENCE:

  • 5-10 years of experience in project management working directly for an owner organization in a FEL staged gate project development process.

REQUIRED SKILLS:

  • Ability to manage a project is essential. Working knowledge of commonly used engineering concepts and ability to apply this knowledge analytically.
  • Ability to stay abreast of new technology developments and processes is essential. 
  • Ability to communicate effectively with others, strong verbal communication skills, advanced level of reading and writing, ability to perform advanced mathematical calculations. 
  • Advanced ability to work effectively with multiple groups throughout the refinery. 
  • Strong spreadsheet and word processing applications knowledge; strong interpersonal, time-management and organizational skills; ability to provide training to multiple groups on a variety of applicable assigned discipline topics. 

PREFERRED SKILLS:

  • Working knowledge of capital projects staged gate development process in a Refinery or Chemical manufacturing complex.
Supervisory/Managerial Responsibility
May be responsible for the supervision of personnel as well as contractors.
Work Conditions
Office and plant based with up to 10% travel required.  Subject to varying weather conditions and required to work in all temperatures, including outdoors.

Physical Requirements
Job conditions require standing, walking, sitting, talking or hearing, making visual inspections, lifting or carrying up to 50 lbs, climbing up to 200 ft, perceiving color differences,  required to wear personal protective equipment as needed and a respirator in emergency situations (beards are not permitted), ability to operate and drive all assigned company vehicles at company standard insurance rates is essential, valid state driver's license and proof of insurance required.  Job conditions may require making precise hand and finger movements, twisting, stooping, crouching, kneeling, reaching or grasping, and working in confined spaces as permitted.
