Job Summary

MDHS seeks a Senior Systems Subject Matter Expert (SME) to provide technical and functional leadership for systems supportingย SNAP, TANF, Child Support, Child Welfare, and related programs.
The role requiresย 20+ years of hands-on experienceย designing, configuring, and optimizing mission-critical systems, with a strong preference for expertise within Mississippiโ€™s government ecosystem.

Key Responsibilities

Functional Leadership:

Serve as the primary authority onย business processesย for SNAP eligibility, TANF case management, child support enforcement, and child welfare interventions.

Translate federal/state policies (e.g., FNS, ACF, Title IV-E) into functional system requirements.

Technical Specifications Ownership:

Define and maintainย system specificationsย for legacy/mainframe (e.g., COBOL/CICS) and modern platforms (SaaS/PaaS).

Lead configuration of workflows, business rules, data integrations (APIs/EDI), and security protocols.

Ensure systems meetย FTI (Federal Tax Information) safeguardsย and CMS technical standards.

System Lifecycle Management:

Oversee SDLC for enhancements, patches, and upgrades (Agile/Waterfall).

Troubleshoot high-severity defects and performance bottlenecks (e.g., batch processing failures).

Compliance & Innovation:

Audit systems for adherence toย federal technical standardsย (e.g., SNAP EBT integrity, OCSE child support interfaces).

Advise on cloud migration (AWS/Azure), data analytics, and robotic process automation (RPA).ย 

Required QualificationsFunctional Specifications Expertise: (Mandatory)

20+ years designing/configuring systems for:

SNAP: Eligibility determination, EBT integration, benefit issuance.

TANF: Work requirement tracking, time-limited assistance.

Child Support: Income withholding, interstate case processing.

Child Welfare: Foster care placement, SACWIS/CWIS compliance.

Mastery of federal/state program rules (e.g., Mississippiโ€™s TANF time limits, SNAP waivers).

Technical Specifications Expertise:

Platforms: Tibco, Oracle Cรบram, Salesforce Health Cloud, or equivalent; mainframe (z/OS, DB2).

Soft Skills:

Expert ability to bridge technical teams and non-technical stakeholders.

Crisis management during system outages.
Preferred Qualifications

20+ yearsย withย 10+ years in Mississippi government systemsย (e.g., MAGIC/MACS, MISSIS).

Certifications: PMP, AWS/Azure Solutions Architect, Oracle Cรบram.

Experience with Mississippiโ€™s MMIS or Medicaid eligibility systems.

Integration: API/EDI development (X12, JSON), ETL tools (Informatica).

Data: SQL, data modeling, FTI encryption standards.
