Summary
Balfour Beatty is seeking a Heavy Civil Superintendent to join our Carolinas Division for in Raleigh. The ideal candidate will be a highly experienced field leader with a strong background in heavy civil construction, including bridge-building experience, roadway operations, and NCDOT project delivery.
The Heavy Civil Superintendent oversees all field operations, including coordination of subcontractors and self-performed work, management of project schedules and logistics, and enforcement of safety and quality standards. Working closely with the Project Manager, this role shares responsibility for project planning, financial performance, and on-time delivery. The Superintendent also plays a key role in developing site-specific safety strategies, mentoring field teams, and upholding Balfour Beatty's Zero Harm® culture.
Essential Functions
  • Field Leadership: Manage all field operations and daily construction activities on heavy civil projects, including site preparation, grading, paving, utilities, and infrastructure installation.
  • Safety & Environmental Management: Lead the implementation of the project's Zero Harm® safety plan; ensure compliance with NCDOT safety standards, environmental regulations, and erosion control requirements.
  • Scheduling & Planning: Develop and maintain detailed construction schedules (P6 preferred); coordinate sequencing of roadway, drainage, and utility operations to meet milestones.
  • Preconstruction & Site Logistics: Collaborate with the project team during preconstruction to develop site logistics, traffic control, and phasing plans; ensure constructability and maintainability.
  • Quality Assurance: Monitor workmanship, materials, and testing to ensure compliance with project specifications, drawings, and NCDOT standards.
  • Financial Oversight: Track field productivity, labor and equipment costs, and general conditions; assist the Project Manager with budget updates and cost projections.
  • Subcontractor & Vendor Coordination: Direct subcontractor performance, enforce schedules, and ensure adherence to safety and quality expectations.
  • Public Interface: Coordinate with airport authorities, local agencies, and inspectors to minimize impacts on the traveling public and ensure project compliance.
  • Mentorship & Team Development: Supervise and mentor Assistant Superintendents and field engineers; promote collaboration, accountability, and career development within the team.
  • Closeout & Turnover: Oversee final inspections, punch list completion, and turnover documentation; ensure full compliance with NCDOT and project closeout procedures.

Minimum Requirements
  • High School Diploma or equivalent required; Bachelor's degree in Construction Management, Civil Engineering, or a related field preferred.
  • Minimum 10+ years of field experience in heavy civil or roadway construction, including 5+ years in a supervisory capacity.
  • Demonstrated experience with NCDOT roadway construction and bridge construction.
  • Proven ability to plan, coordinate, and manage large-scale site logistics and operations.
  • Strong understanding of grading, utilities, paving, and structural concrete.
  • Proficiency with scheduling software (Primavera P6 preferred) and field management tools (Procore, Bluebeam, etc.).
  • Excellent communication, problem-solving, and leadership skills.
  • Strong track record of promoting workforce and public safety.

Preferred Experience
  • Experience in airport, transportation, or large infrastructure projects.
  • Working knowledge of erosion control, drainage systems, and stormwater compliance.
  • Familiarity with design-build or CMAR project delivery methods.
  • OSHA 30 certification and NCDOT erosion control certification.
