Job description

The Assistant Milieu Supervisor acts as a backup to the Milieu Supervisor by planning and facilitating client enhancement activities and supports for the day to day lives of the clients. Additionally, this position helps to lead the TA team in cohesive and trauma-informed delivery of milieu support to LOC residents and their children.
Since 1989, Letty Owings Center (LOC) has helped over a thousand of young mothers become sober, healthy, and hopeful about the future. Because recovery is especially complex during pregnancy and early parenting, this 29-bed residential facility offers a safe, inclusive space where women can live with their children, many of whom might otherwise be placed in foster care, while receiving treatment and working toward long-term stability.

Schedule: Wednesday - Friday (8:30am - 5:00pm) and Saturday - Sunday (10:00am - 6:30pm). Schedule may vary based on client events and program needs.
Location: NE PDX
Compensation: $51,000 - $71,000 annually
Final salary will be determined based on relevant experience, education, credentials/licensure, and internal equity.
MINIMUM QUALIFICATIONS
  • High school education or GED required.
  • Minimum of one year of experience working in behavioral health; preferably in a residential treatment program with women and children.
  • Must possess a current driver's license, pass a DMV background check and be designated an "acceptable" driver as outlined in Central City Concern's Fleet Safety Policy. Must pass an initial drivers training within 60 days of being an approved driver and continued recertification training.
  • Be approved by the State of Oregon Employment Department Child Care Division or be eligible for approval.
  • Working knowledge of Trauma-Informed Care.
  • Working knowledge of effects of substance use on individuals and family systems, including parenting issues.
  • Working knowledge of best practices in parenting.
  • Must pass a pre-employment drug screen, TB test, and background check. This includes clearance by the DHS Background Check Unit. Must be approved by the Childcare Background Check Unit.
  • Have, or able to obtain, Adult and Child/Infant CPR Certification AND Adult and Pediatric First Aid Certification prior to start date.
  • The OAR prohibits A&D program staff from having within the previous 3 years a DUI conviction or diversion, a felony conviction, or a conviction under the Uniform Controlled Substances Act.
  • Prior to employment, must be approved by the State of Oregon Employment Department Child Care Division. Must complete consent for criminal records identification check pursuant to ORS 181.537. This program receives funds from the Federal Child Care Development Fund block grant via a contract with the Child Care Division for Alcohol & Drug Abuse Programs.
  • Physical ability to bend, stoop, kneel, squat, reach, twist and pull and lift heavy objects up to 50 lbs., 3 feet off ground several times per shift.
  • Will be required to carry an agency cell phone for work use. Cell phone will be provided by Central City Concern.
  • Ability to adhere to Central City Concern's drug-free workplace which encourages a safe, healthy and productive work environment and strictly complies with the Drug-Free Work Place Act of 1988. An employee shall not, in the workplace, unlawfully manufacture, distribute, dispense, possess or use a controlled substance or alcohol.
  • Must adhere to agency's non-discrimination policies.
  • Ability to effectively interact with coworkers, clients and children with diverse ethnic and cultural background, religious views, political affiliations, sexual orientation and treat each individual with respect and dignity.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • At the direction of the Milieu Supervisor, provide basic supervisory support and coaching on tasks to Treatment Assistants (TA) and Childcare. Conduct real time problem solving to address client needs and behavioral concerns.
  • Provide direct supervisory support to weekend and evening staff.
  • Provide support to the milieu staff by filling in as needed during staffing shortages.
  • Act as Liaison between TAs and clinicians and attend clinical meetings if the Milieu Supervisor is not available.
  • Model healthy conflict resolution and provide support and feedback to TA staff and childcare staff in utilizing conflict resolution skills with coworkers and residents.
  • Provide observations and feedback on staff performance and training needs to Milieu Supervisor
  • Provide observations and contribute to Leadership planning for expansion and improvement of client activities and experiences.
  • Work closely with case managers and TAs in coordinating transportation for clients, and providing such transportation when needed.
  • Assist in providing support to and coordinating material needs of the Nursery.
  • Work with the LOC team, community partners and volunteers to organize and facilitate special events, such as client outings, holiday celebrations, baby showers, school closure days, and other activities as identified.
  • Coordinate all aspects of the program's incentives program, at the direction of the Milieu Supervisor
  • Attend all mandatory CCC trainings in a timely manner.
  • Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to CCC policies and agreements regarding confidentiality, privacy, and security. Support compliance with all privacy and security requirements pursuant to community partners' and outside providers' patient confidentiality agreements, including privacy and security requirements for EMR access. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.
  • Perform other duties as assigned.

  • Ability to effectively interact with partner agencies, clients, their families, and community members. Demonstrate working understanding of professional and personal boundaries in the workplace and model it to staff and clients.
  • Ability to work effectively with peers, individual clients and groups.
  • Ability to display non-judgmental strength-based approach with staff and clients.
  • Demonstrate knowledge of community and social service agencies.
  • Ability to work on weekends, with some evening hours.
  • Ability to cover all shifts in case of emergency.
