Description

The Lead Technology Specialist serves as the primary information technology professional and systems expert for the Technology Library, functioning as the IT liaison between the branch and the County's central IT Department. 

This position is responsible for the installation, configuration, operation, maintenance, and troubleshooting of all technology systems within the facility, including 3-D printers, laser cutters, virtual reality systems, flight and driver education simulators, telehealth room infrastructure, networked workstations, digital fabrication equipment, and associated software platforms. The Lead Technology Specialist ensures maximum system uptime, data integrity, patron privacy, and cybersecurity compliance.


ESSENTIAL JOB FUNCTIONS

The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification.   • Oversees the installation, configuration, operation, preventive maintenance, and repair of all technology systems at the Technology Library, including but not limited to 3-D printers (FDM and resin types), laser cutting and engraving machines, virtual reality (VR) headsets and immersive experience systems, flight and automotive driver education simulators, telehealth room AV, hardware, and secure communication platforms, public computing workstations and peripherals, digital signage, networking infrastructure (wired and wireless), and audio/visual systems.
  • Serves as the primary point of contact between the Technology Library and the County IT Department for all technology infrastructure, helpdesk escalations, network provisioning, software licensing, cybersecurity compliance, and technology procurement.
  • Develops and maintains a comprehensive technology asset inventory, including equipment specifications, warranty records, maintenance logs, and replacement schedules.
  • Administers and manages software platforms, including makerspace management systems, simulator software, telehealth platforms, library management integrations, and patron-facing digital services.
  • Diagnoses and resolves hardware, software, and network issues in a timely manner to minimize patron-facing downtime; coordinates warranty service and vendor repair as needed.
  • Develops and implements a preventive maintenance schedule for all equipment; conducts regular system audits and performance reviews.
  • Collaborates with the Program Manager and Technician/Instructors to ensure technology systems support programmatic requirements and are configured for safe patron use.
  • Evaluates emerging technologies, equipment, and software relevant to library makerspace and educational programs; provides technical recommendations and specifications for new acquisitions.
  • Develops and maintains technical documentation, standard operating procedures, and staff training materials for all technology systems.
  • Trains library staff on proper equipment operation, maintenance procedures, and safety protocols.
  • Coordinates with telehealth platform vendors, simulator manufacturers, and technology partners to ensure service agreements are current and support is accessible.
  • Participates in technology planning discussions with the Library Administration and County IT leadership; 
  • Performs other duties as assigned/necessary which are related, or logical in assignment to the position.

Requirements

KNOWLEDGE, SKILLS, AND ABILITIES

  • Comprehensive knowledge of information technology systems administration, including Windows operating systems, networking (TCP/IP, VLANs, Wi-Fi), and server management.
  • Knowledge of 3-D printing technologies, slicing software and materials handling.
  • Knowledge of laser cutting/engraving equipment and associated design software.
  • Knowledge of virtual reality hardware and software platforms (e.g., Meta Quest, HTC Vive, SteamVR).
  • Knowledge of AV systems integration, including displays, audio equipment, video conferencing, and telehealth communication platforms.
  • Understanding of cybersecurity principles, data privacy regulations (including HIPAA as applied to telehealth), and County IT security frameworks.
  • Knowledge of simulator systems and their associated hardware/software requirements.
  • Strong systems troubleshooting and problem-solving skills across hardware, software, and network domains.
  • Ability to read and interpret technical documentation, wiring diagrams, and equipment manuals.
  • Effective written and verbal communication skills for producing technical documentation and explaining complex systems to non-technical staff.
  • Project management skills applicable to technology deployment and refresh projects.
  • Skills in vendor management and coordination of service contracts.
  • Ability to independently diagnose and resolve complex, multi-system technology problems under time pressure.
  • Ability to manage multiple concurrent technology projects and maintenance priorities.
  • Ability to translate technical requirements into patron-friendly and staff-facing systems and procedures.
  • Ability to maintain composure and deliver service continuity during technology failures.
  • Ability to perform physically demanding tasks including equipment installation and cabling.

MINIMUM QUALIFICATIONS: 

Education: Associate's Degree in Information Technology, Computer Science, Electronics Technology, or a closely related field required. Bachelor's degree preferred. Experience: Four (4) years' experience in IT systems administration, technology support, or a related technical field. Demonstrated hands-on experience with at least two of the following 3-D printing, laser cutting, VR/AR systems, simulation technology, or AV/telehealth infrastructure. Demonstrated experience with network administration and troubleshooting. 


Miscellaneous: 

  • Must possess and maintain a valid Florida Driver's License.
  • Ability to work a flexible schedule including evenings and weekends as needed. 
  • One or more current IT certifications strongly preferred (e.g., CompTIA A+, Network+, Security+; Microsoft Certified; Cisco CCNA; or equivalent).

PHYSICAL DEMAND REQUIREMENTS:

  • 20 pounds maximum lifting
  • Frequent (up to 2/3 of the work time) lifting, carrying up to 10 pounds
  • If less lifting is involved will require significant walking/standing
  • If mostly sitting is involved will require push/pull on arm or leg controls
  • Expressing or exchanging ideas by spoken words or perceiving sound by ear.
  • Good eyesight for production or safety of self and others.
  • Physical agility is required in kneeling, bending, stooping, and reaching.
  • Required to have clear vision at distances of 20 inches or less.
