Job Summary *This role will not be filled prior to September 1st* Under general administrative direction, the Web and Graphic Communication Specialist is responsible for the design, development, and management of the City of Pflugerville websites. This position is responsible for coordinating with all city departments the timely update of content to the City's websites and training department-level web editors. Create design content to expand communication resources for outreach externally to the community and internally to staff using existing and new technology and media.

Create web banners and graphics to convey communications messages. Responsible for coordinating the timely update of content to the City's website because website visitors are seeking accurate information; expand communication resources for outreach to the using existing and new technology. Support communications team messaging and campaigns.

Create user-centered designs that enhance usability, accessibility and overall satisfaction with city services. Essential Job Functions and Other Important Duties Oversee the City's 9 public websites and management of city Intranet and management systems including www.pflugervilletx.gov and subsites, www.explorepf.com www.deutschenpfest.com. This position will also create new sites for city festivals and communication initiatives

Serve as liaison to third-party website vendors, content management system providers (Civic Plus) and web hosts. Maintains web content creation across multiple platforms. Designs webpages for accessibility and usability.

Develops plan for organization's online presence, based on city priorities, policies, goals and user activities. Build and maintain city intranet on SharePoint through coordination with the People and Culture Department. Keep digital content current: Works closely with all departments to maintain up-to-date content on city websites and digital media communications systems.

Offer ongoing training for internal web editors. Assigns, trains and reviews the work of others. Conducts regular audit of the City's pages and links.

Coordinate routine meetings and quarterly training workshops to highlight features and web trends for the communications department. Archive outdated and expired information in compliance with record retention laws. Troubleshoot website errors.

Introduces new ideas to keep Pflugervilletx.gov and city partner sites innovative, informative and engaging. Ability to create new designs and ideas for festival websites and the city homepage. Accessibility: Ensure that Pflugerville has a well-designed, unified, consistent and accessible website characterized by interactive services and editorial integrity

Ensures web pages follow WSC3 website policies and ADA guidelines. Maintain mobile compatibility. Serve on the City Accessibility Team.

Support public information efforts: As part of the Communications Department, this position will support digital needs for city festivals and events. Supports Communications Director by posting emergency announcements to the website upon demand. (Traffic and accident alerts, hazardous weather).

Assist in the development of templates in city marketing consistent with city branding objectives and implements these designs into the City's web presence. Design graphics, layouts, and visual assets for the City's website, social media platforms, print materials, and public outreach campaigns in coordination with additional staff. Maintain the City's brand identity by creating templates, icons, and visual elements used across departments.

Produce digital media that enhances user experience, including infographics, banners, and promotional visuals. Oversee and implement digital signage notifications: Keep information current by working closely with the library, recreation center and public offices to keep messaging citywide. Trouble shoot existing system.

Manage performance of digital contractors and vendors: Establishes and monitors service level agreements and contracts for website, digital signage project and digital services. Analytics: Use digital resources including but not limited to Google Analytics, Hotjar, SiteImprove and software to analyze website views, interactions and key metrics. Compile regular reports and State of the City website to track best practice Attends conferences, trainings, and other meetings to stay current with successful practices in website maintenance and learn new skills.

Remains accessible via cell phone to address job-related issues or emergencies using City applications. Other duties as assigned. Job Qualifications Formal Education: Bachelor's degree in communications, Graphic Design, Computer Science or a related field plus two (2) years of experience in web development and maintenance or Associate degree in Communications, Graphic Design or Computer Science or a related field plus four (4) years of experience in web development and maintenance.

Relatable Work Experience: Six (6) years of experience performing a variety of tasks in web development and maintenance, communications, and graphic design for a variety of business applications, with (3) of those in web page design and development. Training, Licenses, and Certifications: Valid Class C Texas driver's license. Preferred Qualifications: Municipal government experience preferred.

Experience in AP Style. Disclaimer: Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months.

Knowledge, Skills, and Abilities Needed & Environmental Factors and Other Physical Requirements Ability to build web platforms reducing the City's reliance on outside vendors when appropriate. Thorough understanding of website development and maintenance, programming methodology including necessary computer languages, basic principles, formulas, syntax, and documentation practices.

Knowledge of business concepts and terminology including marketing and cost evaluation, applicable Web technologies, data processing to review program specifications, design programs and write or modify code. Ability to create code to enhance website and the user experience. Thorough understanding of ADA web compliance policies and how to implement and maintain them.

Ability to use Adobe Illustrator, Photoshop and Canva for graphic and layout and design. Ability to ensure proper security for city websites and platforms Demonstrated website design creativity, accessibility, and testing. Work includes the exercise of discretion and independent judgment with respect to matters of significance.

Ability to establish and maintain professional, effective relationships with community partners, media, government officials, and volunteers. Excellent verbal/written communication and analytical skills to include but not limited to website content and other forms of written promotions for city events. Excellent organizational and planning skills; teamwork skills a must.

Subject to sitting and standing to perform essential functions in an office environment Visual acuity, speech, and hearing; hand and eye coordination and manual dexterity necessary to operate office equipment This position is eligible for remote/hybrid work; however, City of Pflugerville employees play an important role in business continuity. As such, employees can be assigned to business continuity efforts outside of normal job functions and normal work schedules. Regularly scheduled for 5-day, 40-hour workweek, Monday through Friday; overtime occasionally required.
