Job description

Lead Projects Before They Break Ground:

We are seeking an experienced Preconstruction Manager to lead the planning, strategy, and execution of complex water and wastewater infrastructure projects.

This role acts as a project leader during the preconstruction phase, guiding projects from early pursuit (Design-Build, CMAR, Progressive Design-Build) through design development, estimating, procurement strategy, and final handoff to construction teams.

You'll play a critical role in shaping projects before they are built - driving efficiency, reducing risk, and ensuring successful execution from day one.

What You'll Be Doing:

Preconstruction Leadership:

  • Develop and manage preconstruction schedules, milestones, and deliverables

  • Lead early-phase strategy from project pursuit through contract execution

  • Ensure seamless transition from preconstruction to construction

Collaboration & Coordination:

  • Act as the primary liaison between owner, design teams, internal operations, and trade partners

  • Facilitate collaboration to improve constructability, cost efficiency, and scheduling

  • Align stakeholders around project goals and execution strategy

Risk, Estimating & Strategy:

  • Identify project risks early and implement mitigation strategies

  • Oversee detailed estimating and procurement planning

  • Support value engineering and pricing strategies

Client & Proposal Engagement:

  • Lead client interactions during preconstruction

  • Support proposal development, presentations, and interviews

  • Contribute to successful project pursuit and award

What We're Looking For:

Qualifications:

  • Bachelor's degree in Engineering, Construction Management, Business, or related field

  • Strong understanding of water/wastewater systems and infrastructure

  • Ability to read and interpret engineering drawings and specifications

  • Excellent communication, leadership, and organizational skills

  • Strong analytical and problem-solving ability

Preferred (Not Required):

  • Professional Engineer (PE) License

  • DBIA (Design-Build Institute of America) Certification

  • Experience with Design-Build, CMAR, or Progressive Design-Build delivery methods

  • Prior design or engineering experience

Experience Level:

  • 7+ years of experience in water/wastewater treatment plant projects

  • Background in preconstruction, estimating, or project management within infrastructure projects
