PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Office of Health Care Advocate, this class is accountable for assisting in the direction of daily operations of the agency.\r\n
EXAMPLES OF DUTIES

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of experience in health care advocacy, insurance regulation, the insurance industry, nursing, managed care and/or healthcare administration.\r\n
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a management, supervisory or consultative capacity.\r\n
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
\r\n \r\n College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.\r\n \r\n \r\n \r\n A Master's degree in healthcare advocacy, healthcare management, nursing, business administration, insurance, finance, public administration, public health or a related field may be substituted for one (1) additional year of the General Experience.\r\n \r\n \r\n \r\n One (1) year as a Health Care Advocate Program Manager may be substituted for the General and Special Experience.\r\n \r\n\r\nNOTE: For state employees one (1) year of experience as a Health Care Advocate Program Manager may be substituted for the General and Special Experience.\r\n
PREFERRED QUALIFICATIONS
\r\n\r\n Experience and expertise in the fields of health care, health insurance, and advocacy for the rights of consumers\r\n Experience assisting health insurance consumers with health plan selection, or comparable experience advising, supporting, or administering health insurance programs, benefits, or coverage\r\n Experience with health insurance complaints, grievances, appeals, or other dispute resolution processes\r\n Experience analyzing, monitoring, and facilitating public comment regarding the development and implementation of federal, state, and local laws, regulations, and policies affecting health insurance coverage and consumers\r\n Experience researching, analyzing, monitoring, and facilitating public comment and other materials regarding issues affecting health care affordability, including but not limited to provider consolidations, community benefits programs, cost growth benchmarks, revenue cycles, and health system financing\r\n Experience providing education and information to the public, agencies, legislators, or other stakeholders regarding problems and concerns reported by health insurance consumers and making recommendations for resolving those problems and concerns\r\n\r\n\r\n
SPECIAL REQUIREMENTS
\r\n \r\n Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.\r\n \r\n \r\n Incumbents in this class may be required to travel.\r\n \r\n\r\n
