The State of New Hampshire, Liquor Commission has a full-time vacancy for an Attorney IV.
Summary:
Supervise, coordinate, and evaluate all legal and legislative initiatives for the NH Liquor Commission, ensuring seamless integration of objectives and compliance with all applicable laws, rules, and policies. Maintain strict adherence to the NH Liquor Commission's regulations while fostering effective collaboration and strategic planning to achieve organizational goals.
YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS:
Education/Experience: Equivalent combination of 12.5 years of education and experience after completion of high school. Education and experience must include law, litigation, legal proceedings or related field.
License/Certification: Valid driver's license and/or access to transportation for statewide travel.

Responsibilities:
DETAILED TASKS (AGENCY/POSITION-SPECIFIC):
Provides expert legal analysis and strategic counsel on complex legal matters, including review and interpretation of contracts, legal documents, and policy issues on behalf of the Commission and its divisions, ensuring comprehensive legal compliance and risk mitigation.
Conducts advanced legal research and analysis of applicable Administrative Rules, Regulations, Policies, and pertinent State and Federal Laws, translating findings into actionable advice to inform high-level decision-making and policy formulation.
Advises senior management and commissioners on legal implications of legislative initiatives, rulemakings, and policy proposals, while actively participating in legislative drafting, advocacy, and strategy development to advance agency objectives.
Acts as a primary legal strategist in administrative hearings, including drafting Orders, Decisions, and legal briefs, ensuring procedural integrity, legal soundness, and adherence to statutory requirements.
Manages complex legal proceedings, representing the Commission in litigation, administrative appeals, and enforcement actions, developing litigation strategies, and coordinating with external counsel as necessary.
Oversees compliance programs by liaising with State and Federal agencies, monitoring regulatory changes, and ensuring the agency's adherence to all applicable legal standards and requirements.
Develops and implements legal initiatives aimed at enhancing operational efficiency, consistency, and integrity within the agency, including recommending policy adjustments and corrective actions based on legal analysis.
Collaborates closely with the New Hampshire Department of Justice and other legal entities to coordinate legal strategies, share expertise, and ensure unified legal representation.
Represents the Commission at professional conferences, legal seminars, and interagency meetings; prepares and delivers advanced legal training sessions and presentations to internal staff and external stakeholders.
Provides supervisory oversight to legal staff and other personnel, fostering professional development, managing personnel issues, establishing work procedures, and conducting performance evaluations to ensure a high-performance legal team.
Demonstrates unwavering commitment to exceptional customer service by maintaining professionalism, courtesy, and integrity in all interactions, fostering positive relationships with internal colleagues, external agencies, and the public.
