Job Summary
The Program Manager (591) provides programmatic oversight, clinical quality assurance, and operational leadership for crisis services funded through the IDHS DBHR 591 grant stream. This role is responsible for ensuring that 591-funded programming meets all CCBHC, HFS, Medicaid, and accreditation requirements while achieving outcomes aligned with Trilogy's strategic priorities. The Program Manager (591) leads clinical quality efforts, monitors compliance with Medicaid-related and HFS requirements, and supports the sustainability of CCBHC-certified crisis programming.
Primary Role During a Crisis Response
The Program Manager (591) holds primary responsibility for the CCBHC compliance, clinical quality oversight, and performance monitoring of 591-funded crisis services. This role operates in close coordination with the 590 Program Manager, crisis team leadership, and organizational leadership to ensure integrated, high-quality crisis programming that meets the standards required for CCBHC certification and HFS participation.
Core Responsibilities
- Program Oversight and Operations
- Oversee the day-to-day operations of 591-funded crisis services across designated service areas.
- Facilitate Weekly Crisis Leadership Meetings in accordance with program requirements.
- Monitor 591 operational performance and ensure program activities align with CCBHC, HFS, and grant requirements.
- Monitor compliance with Medicaid-related requirements including documentation standards, billing compliance, and service eligibility.
- Monitor HFS requirements and ensure ongoing adherence across all 591-funded services.
- Identify operational gaps or concerns and develop corrective action plans as needed.
- CCBHC Compliance and Clinical Quality
- Lead CCBHC compliance monitoring activities for 591-funded programming, including documentation reviews, audit preparation, and quality reporting.
- Ensure that all 591-funded services meet CCBHC criteria, scope of service requirements, and quality standards.
- Oversee quality and outcome reporting in accordance with CCBHC, HFS, and IDHS requirements.
- Review outcome metrics and program data to assess clinical performance and identify areas for improvement.
- Develop and implement corrective action plans in response to compliance findings or quality gaps.
- Participate in external audits, CCBHC site reviews, and accreditation activities as required.
- Quality Assurance and Performance Monitoring
- Lead quality assurance activities for 591-funded programming, including program audits and performance monitoring.
- Review clinical documentation for quality, accuracy, and consistency with CCBHC and HFS standards.
- Monitor clinical dispositions and level of care determinations across the program.
- Ensure compliance with all IDHS, DBHR, CESSA, CARF, CCBHC, HFS, Medicaid, and organizational requirements.
- Develop and submit quality and outcome reports in accordance with grant and regulatory timelines.
- Workforce Development and Staff Support
- Support onboarding, training, mentoring, and workforce development activities for crisis program staff.
- Ensure that clinical staff maintain required licensure and credentials consistent with CCBHC and HFS standards.
- Identify workforce development needs and collaborate with Team Leaders to address gaps.
- Contribute to a culture of clinical accountability, learning, and continuous improvement.
- Model organizational values and professional conduct in all internal and external interactions.
- Documentation and Compliance
- Complete all required programmatic documentation, reports, and records within established timelines.
- Maintain all required clinical credentials and licensure.

- Participate in leadership meetings, strategic planning activities, and organizational quality improvement initiatives.
Accreditation, Certification, and Compliance
Trilogy Behavioral Healthcare operates within a CARF-accredited environment and maintains Certified Community Behavioral Health Clinic (CCBHC) standards. All employees are expected to support compliance with:

Minimum Qualifications
- Master's degree in social work, counseling, psychology, or a related clinical field required.
- LCSW, LCPC, or Licensed Clinical Psychologist preferred; candidates actively pursuing full clinical licensure may be considered.
- Qualified Mental Health Professional (QMHP) status required.
- Minimum of three years of experience in behavioral health program management, crisis services, or a related field required.
- Experience with CCBHC standards, HFS requirements, Medicaid billing compliance, or IDHS DBHR grant administration preferred.
- CRSS certification not required; expected to work collaboratively with and support the integration of peer services.
- Demonstrated ability to lead quality assurance activities, manage CCBHC compliance requirements, and monitor clinical performance.
- Knowledge of CARF accreditation standards, CCBHC certification requirements, HFS participation requirements, and applicable state and federal regulations.
- Ability to work a flexible schedule consistent with program operational and leadership needs.
